Programme Manager – Government, NISSS Contracts, Digital, Complex Transformation, SC Cleared, pd

We are seeking an experienced SC Cleared Programme Manager to lead a high-profile, multi-domain transformation programme. The role will oversee the replacement and transition of a major service contract, strengthen strategic digital integration across Defence, and deliver change spanning people, process, data, technology and cyber.

You will develop and deliver the Digital Integration roadmap through to 2029 and beyond, ensuring it aligns with future contractual arrangements and operating models. Working across a complex stakeholder landscape, you will provide programme coherence, robust governance and clear oversight of outcomes.

Key responsibilities

Lead contract replacement and transition activity, ensuring continuity of services and effective implementation of future arrangements.

Drive the strategic integration of services

Develop and deliver the Digital Integration roadmap.

Lead a multi-domain transformation programme spanning people, process, data, technology and cyber.

Align integration activity with future contract arrangements and operating models.

Maintain programme governance, assurance, benefits realisation and risk management.

Build effective relationships across Defence, government, suppliers and other stakeholders.

Manage dependencies with wider transformation initiatives.

Operate confidently in a highly scrutinised environment with significant strategic visibility.

Essential experience and qualifications

Proven experience leading large-scale, complex transformation programmes.

Defence experience, including procurement and contract management.

Delivery of strategic digital, IT and business change initiatives.

Strong programme governance, assurance and benefits management experience.

Familiarity with Government approvals and governance processes.

Experience delivering large-scale contracts with lifetime costs of approximately 400m or more.

Experience leading major service transitions and operating model transformation.

Experience comparable to large-scale mergers, acquisitions or enterprise integration programmes.

Strong supplier management and commercial negotiation skills in complex service environments.

MSP and/or PRINCE2 qualification or equivalent programme management expertise.
