The Physician Medical Director is responsible for advising and overseeing the clinical delivery and continuous improvement of Emergency Medical Services (EMS) operations across the Unified Fire Authority. The role requires licensed, experienced physician leadership with the ability to guide EMS protocol development, quality assurance, education, and field performance.

The Medical Director provides expert clinical input to EMS leadership, supports regulatory compliance, and ensures that UFA's EMS programs adhere to evidence-based practices. The position includes participation in committees, training programs, protocol development, quality assurance initiatives, and potential involvement in EMS response.

Key Responsibilities
  • Medical Oversight & Direction
    Provide licensed and credentialed physician-level oversight for all EMS operations.
    Participate in the development and periodic review of medical protocols, directives, and EMS policies.
    Offer expert recommendations to EMS Division Chief and Fire Chief.
    Serve as named provider on Federal and State controlled substance registrations and guide UFA's Controlled Substance Program.
  • Quality Assurance & Improvement
    Lead the development and implementation of a comprehensive QA/CQI program.
    Review patient care reports and engage in field-based case reviews.
    Evaluate EMS system performance and recommend improvements.
  • Training & Education
    Participate in and advise on continuing medical education (CME) for paramedics, EMTs, and AEMTs.
    Attend and contribute to hands-on training (e.g., airway academy, cardiac academy, specialty programs).
    Conduct monthly updates and clinical case reviews.
  • Committee Involvement & Advisory Roles
    Represent UFA on relevant EMS committees, including:
    Salt Lake County EMS Physicians Council (EMSPC);
    UFA EMS Committee;
    UFA QM Committee.
  • Research & Development
    Support local and national EMS research initiatives.
    Supervise designated research assistants with access to UFA's electronic patient care records in compliance with HIPAA.
    Participate in clinical pilot and demonstration projects.
  • Protocol & Provider Evaluation
    Review EMS protocols for clinical accuracy, clarity, and relevance to provider levels.
    Evaluate performance and training outcomes of EMS personnel.
  • Designation & Team Oversight
    Appoint and oversee designees or Associate Medical Directors with expertise in specific operational areas (e.g., pediatric, hazmat, tactical medicine).
    Ensure coverage and continuity of medical direction at all times.
  • EMS Field Response (as applicable)
    May provide on-scene physician-level care within UFA's jurisdiction in accordance with state law and UFA protocols.
Minimum Qualifications
  • Licensure:
    Must be a licensed physician in good standing in the State of Utah.
  • Specialty:
    Board certification in Emergency Medicine, EMS, or relevant subspecialty.
  • Experience:

    Minimum 5 years of experience in EMS oversight, prehospital care, or medical direction.
  • Availability:
    Must commit a minimum of 32 hours per month and be responsive to EMS leadership as needed.
  • Compliance:
    Knowledge of HIPAA, DEA regulations, and QA/CQI frameworks.
Preferred Qualifications
  • Experience as a Medical Director in a fire-based or high-performance EMS system.
  • Participation in EMS-related research and national EMS organizations.
  • Familiarity with Utah EMS systems and regional clinical practices.
  • Experience with specialty EMS disciplines (e.g., Haz Mat, Tactical EMS, Wilderness/Austere Care).
