Pay Rate Range: Based on Experience (salary range $140,800–$211,200).

Job SummaryThe Technical Project Manager leads cross‑functional teams to plan, manage, and complete technical projects across the DCC. Work with program directors, administrators, developers, statisticians, data managers, IT staff, and other stakeholders to deliver new initiatives and technology implementations. Provide overall direction from initiation to delivery, perform requirements, estimation, and budget management, formulate scope and delivery strategies, establish milestones, and maintain project status updates.
Responsibilities- Establish project teams and provide overall direction for technical projects from initiation through to delivery.
- Perform project requirements, estimation, and budget management.
- Formulate project scope, delivery strategies, and establish milestones/schedules.
- Maintain and report project status; monitor progress of all team members.
- Gather required data from end‑users to evaluate objectives, goals, and scope to create technical specifications.
- Serve as liaison between technical and non‑technical departments to ensure all targets and requirements are met.
- Keep leadership informed of key issues that may impact project completion, budget, or other results.
- Lead project delivery, ensuring results are achieved on time, within cost, and at the required quality.
- Maintain risk and issue logs; define action/mitigation plans with named owners and timelines.
- Coach and mentor junior project managers; guide selection and development of team members.
- Collaborate to improve IT delivery methodology covering tools, sourcing, processes, and quality assurance.
- Communicate effectively with technical and non‑technical audiences; facilitate effective meetings that produce clear action and consensus.
- Build trusting relationships within and beyond the IT team to achieve the goals and contribute to the success of the Utah DCC.
- Accountable for delivery of multiple projects, ensuring agreed time, cost, and quality parameters.
- Manage and mitigate risks and issues associated with owned projects, creating clear action plans.
- Mentor and coach junior project managers, ensuring talent and capabilities development.
- Drive continuous improvement of IT delivery methodology.
- Think creatively about technical and non‑technical solutions.
- Ensure IT plans align with project design and requirements.

Technical Project Managers, II – Requires a bachelor’s (or equivalency) + 4 years or a master’s (or equivalency) + 2 years of directly related experience.
Technical Project Managers, III – Requires a bachelor’s (or equivalency) + 6 years or a master’s (or equivalency) + 4 years of directly related experience.
Technical Project Managers, IV – Requires a bachelor’s (or equivalency) + 8 years or a master’s (or equivalency) + 6 years of directly related experience.
Minimum Qualifications: 1 year of higher education can be substituted for 1 year of directly related work experience.
Preferred Qualifications- Project Management Professional (PMP) certification
- Master’s degree in a related field
