Job SummaryDrives innovation, cultivates curiosity, and strengthens relationships with program staff and leadership. Develops goals and metrics for performance management, designs and maintains data collection and management systems, conducts quantitative and qualitative research, and communicates complex information to stakeholders. Performs advanced analytics, including statistical analysis, forecasting, predictive and prescriptive modeling to support strategic planning and operational decision‑making. Supports customer and employee experience systems, surveys, dashboards, and qualitative analysis.
Minimum QualificationsBachelor’s degree in Data Analytics, Information Science, Economics, Sociology, Business Administration, Public Administration, Public Policy, or related field, plus four (4) years of related experience; or equivalent combination of education and experience. Must pass background check and enroll in RAP Back program.
Essential Functions- Works with agency directors, managers, analysts, and frontline staff to establish outcomes, indicators, baselines, and performance measures.
- Designs and develops reports, graphs, dashboards, presentations, and narratives for internal and public use.
- Engages with technical experts to design, develop, and improve data tools and reports.
- Assists internal data users in adopting tools and methods to collect, manage, interpret, and report performance data.
- Provides training and feedback on implementation and use of data tools.
- Advises on best practices for data collection, survey design, and leveraging administrative data.
- Identifies opportunities to conduct research, pilots, and short‑term projects.
- Researches national best practices and new analytic methods related to data, innovation, and process improvement.
- Creates and updates internal data management and sharing policies.
- Contributes to countywide data governance initiatives.
- Monitors compliance with federal and state data privacy regulations and data sharing agreements.

Physical Requirements
Work duties performed in a general office setting, sitting or standing for long periods at a computer.
Important Information Regarding This PositionTypical schedule:
Monday–Friday, 8:00 AM–5:00 PM, with possibility of hybrid work and flexible schedule with manager approval.
