Position Summary

The Proposal / Business Development Manager is responsible for identifying, qualifying, and winning government contracting opportunities. This role leads proposal development efforts, manages capture activities, and supports strategic growth initiatives across federal, state, and local government markets. The ideal candidate has hands‑on experience with government solicitations, proposal writing and management, and the full business development lifecycle.

Key Responsibilities Business Development & Capture
  • Identify and qualify government contracting opportunities (RFPs, RFIs, RFQs, IDIQs, GWACs, task orders)
  • Conduct market research and competitive analysis to support capture strategies
  • Develop and execute capture plans, win themes, and positioning strategies

    Build and maintain relationships with government customers, primes, partners, and subcontractors
  • Support teaming agreements, partnerships, and subcontractor negotiations
Proposal Management
  • Lead end-to-end proposal development efforts from opportunity kickoff through submission
  • Manage proposal schedules, compliance matrices, outlines, and reviews
  • Coordinate with internal stakeholders
  • Ensure proposals are compliant with solicitation requirements and evaluation criteria
  • Oversee proposal content development, editing, and production
Proposal Writing & Content Development
  • Write and/or edit key proposal sections (management approach, technical approach, past performance, executive summaries)
  • Translate technical and operational concepts into clear, compelling, customer‑focused narratives
  • Maintain and improve proposal templates, boilerplate content, and past performance libraries
Process Improvement & Reporting
  • Track and report pipeline, win/loss metrics, and proposal performance
  • Conduct post‑award and post‑loss debriefs to identify improvement opportunities
  • Help refine BD and proposal processes, tools, and best practices
Required Qualifications
  • Bachelor's degree in Business, Marketing, Communications, or a related field (or equivalent experience)
  • 5+ years of experience in government contracting business development and/or proposal management
  • Demonstrated experience managing and submitting compliant government proposals
  • Strong knowledge of government procurement processes
  • Proven ability to manage multiple proposals and deadlines simultaneously
  • Excellent written, verbal, and organizational skills
Preferred Qualifications
  • Experience with federal civilian, DoD, or state and local government agencies
  • Familiarity with IDIQ/GWAC vehicles
  • Experience working with small businesses, 8(a), SDVOSB, HUBZone, or WOSB programs
  • Pricing and cost volume coordination experience
