SummaryThe Program Manager’s primary responsibility is the management of the activities in the RSS Education program and its components. The Program Manager will assist with the hiring, training and supervision of all RSS Education staff. They will be responsible for overseeing the provision of client-centered education services to newly-arrived adult refugees with limited English proficiency from diverse cultural backgrounds. The Program Manager will contribute to the coordinating of staff and volunteers, and the daily operations of the program.
They will supervise all English Language Instructors assigned to the RSS EDU. Program.
- Organizes and assists with carrying out daily adult education activities at multiple educational sites, including: ELI instruction classes, registration & enrollment, pre & post testing, childcare supportive services, and volunteer activities.
- Leads case file creation for newly enrolled clients and monitors files to ensure they are maintained throughout clients’ tenures in the program.
- Assists with the hiring, training and supervision of all RSS Education staff.
- Monitors, inputs and retrieves data from multiple databases to keep track of all client information and program goals, ensuring accuracy.
- Stays well versed, knowledgeable and up to date with updates/changes, program reporting, due dates, grant requirements, policies and compliances, and references the provider manual for guidance.
- Assists the Program Director in training staff to be informed and up to date with grant requirements, procedures, and updates from the funding source.
- Supervises program staff (4‑6 employees), signing off on staff timesheets and approving timecards, conducting monthly support supervisions, time‑off approvals, and annual staff evaluations.
- Works with the director to develop program goals, including logic models and PQI plans, to monitor and ensure service delivery consistent with best practices and agency policies.
- Submits reimbursements for staff and program expenses.
- Performs general office management and ensures staff have a safe and proper working environment.
- Conducts staff trainings on a regular basis and leads weekly team meetings.
- Networks and builds collaborations with internal and external community partners to improve and expand service delivery to clients.
- Protects confidentiality of client information per policy.

Minimum Qualifications
- Bachelor’s degree in social services, education or business‑related field.
- OR at least 1 year experience in a management role that demonstrates ability to supervise with sensitivity and efficiently lead staff.
- Preferred: at least 1 year experience in a social service environment that demonstrates sensitivity and appreciation for diverse cultural populations.
- Reliable transportation.
- Valid driver license.
- Valid vehicle insurance.
- Clean driving record.
- Ability to operate a 12‑passenger van on an as‑needed basis.
- Must be 21 years of age and adhere to the CCAOSA driving policy.
- Experience with personal computer, various computer software, email, and Microsoft Works, specifically Excel.
- Detail oriented, organized, self‑motivated, works well independently and on a team.
- Good written and verbal skills.
