Grade 18 | Salary starts at $55,037.00 annually. Rate of pay depends on qualifications.
JOB SUMMARYThe Planner II is responsible for assisting with the development, communication, and maintenance of SAWS programs, projects and services related to infrastructure planning, land use planning, water quality protection, water conservation, production and treatment operations, and water supply development. This position provides intermediate level administrative, analytical, and technical skills necessary for meeting comprehensive short and long range planning efforts.
ESSENTIAL FUNCTIONS- Researches, analyzes, interprets and compiles geographic, demographic, and statistical data using modeling and forecasting techniques affecting programs/projects and summarizes findings in a narrative report.
- Represents SAWS with internal departments, community organizations, professional groups, developers, municipalities, trade organizations and other agencies.
- Monitors expenditures of funds on contracts for goods or services.
- Recommends continuous and incremental process improvements with a focus on departmental efficiencies.
- Applies state and local government laws and regulations relating to water/wastewater services.
- Facilitates interdepartmental teamwork.
- Establishes and maintains effective working relationships and public relations.
- Performs other duties as assigned.
- This position receives general supervision.
- Bachelor's Degree in Urban Planning, Public Administration, Business Administration, Engineering, Environmental Science or related field from an institution accredited by a recognized accrediting agency.
- Two years’ experience in program planning, policy or project management or preparing technical documents, preferably in a utility or municipal environment.
- Valid Class “C” Texas Driver’s License.
- Ability to perform GIS Applications.
- Ability to use word processing, spreadsheet, database, presentation and modeling software.
- Bilingual in English/Spanish.
- One to two years of graphing and other presentation techniques involving numerical statistics, spatial data, or other datasets.
- Communicates effectively, verbally and in writing.
- Frequent contact with internal and external customers, stakeholders, and governmental agencies.
Working conditions are in an office environment with occasional field visits.
