Position: PAHO Consultant - Expert in CRVS Health Information

Organizational context:
The Pan American Health Organization (PAHO) serves as the Regional Office for the Americas of the World Health Organization (WHO).

Job purpose:

To collaborate in the production, quality, analysis, and dissemination of annual core health indicators based on civil registration and vital statistics, providing specialized technical support in health indicators, health statistics, population health monitoring, data quality, civil registration and vital statistics (CRVS), and data analysis.

Responsibilities:
Contribute to the assessment and prioritization of health information and indicator needs. Assess the availability, completeness, timeliness, consistency, validity, and comparability of data. Contribute to data-quality assessments of health indicators and underlying data sources. Support the development and application of methodologies for assessing completeness and quality of vital statistics. Analyze Core Health Indicators and related health statistics. Contribute to the design, review, adaptation, or technical validation of guidance, frameworks, and technical documentation.

Assist in the development and implementation of monitoring frameworks for health data and indicator performance. Provide analytical reports, data-quality status reports, country profiles, and other products. Develop communication and visualization products supporting the dissemination and use of Core Health Indicators. Support technical consultations, expert working groups, and capacity-building activities. Prepare or contribute to agendas, technical presentations, and training materials. Support the identification, documentation, and exchange of good practices and lessons learned.

Education:

Bachelor's degree from a recognized university in public health, epidemiology, statistics, biostatistics, demography, population studies, health information systems, economics, data science, or another relevant discipline related to health statistics and population health monitoring. A Master's degree or PhD in a related discipline is preferred.

Work experience:

At least seven (7) years of professional experience in health statistics, health indicators, epidemiology, population health monitoring, civil registration and vital statistics, health information systems, data analysis, or another closely related field. Demonstrated experience in production, analysis, interpretation, validation, or dissemination of health indicators and CRVS performance indicators. Experience assessing data quality, including criteria such as completeness, timeliness, consistency, validity, accuracy, coverage, comparability, or coherence.

Experience working with multiple health and population data sources. Experience interpreting health statistics and translating analytical findings into recommendations. Experience contributing to multidisciplinary technical working groups. Experience with civil registration and vital statistics systems. Experience contributing to the development, review, or implementation of indicator frameworks, technical specifications, or statistical publications. Experience conducting international or subnational comparative analyses. Experience providing technical cooperation, training, or capacity-building support.

Experience with international and national health information initiatives, international statistical standards, and regional and global health monitoring frameworks is an asset.

Skills:

Strong technical knowledge of health indicators, health statistics, population health monitoring, and health information systems. Knowledge of indicator development and metadata standards and health data-quality concepts and methods. Knowledge or demonstrated experience with CRVS and mortality statistics. Ability to work with multiple data sources and identify discrepancies. Ability to analyze health indicators and synthesize findings. Ability to assess indicator and information needs.

Proficiency in statistical and data-management software and tools (e.g., R, Python, Stata, SPSS, SAS, SQL, Excel). Experience with data visualization and business-intelligence tools (e.g., Power BI, Tableau) is desirable. Knowledge of data visualization principles. Strong technical writing and synthesis skills. Strong facilitation and coordination skills. Ability to work effectively in multicultural, multidisciplinary, and international environments. Autonomy and sound judgment.
