A day in this role
You start the week by reviewing time files in Spectrum, validating prevailing wage classifications, and releasing a precise weekly payroll for employees and subcontractors. Mid-morning, you finalize certified payroll packages for TxDOT, CoSA, and other federally funded projects, ensuring every Davis-Bacon detail is audit-ready. After lunch, you coach the Payroll & Benefits Team through a complex garnishment scenario, coordinate an open enrollment file exchange with Employee Navigator, and close the day resolving an escalated benefits deduction issue with UMR and Guardian.
What you'll doOwn end-to-end weekly payroll in Spectrum for all employees and subcontractors with exceptional accuracy and regulatory compliance.
Prepare and submit certified payrolls for TxDOT, CoSA, and federal contracts in full alignment with Davis-Bacon requirements.
Lead, mentor, and develop the Payroll & Benefits Team—set priorities, balance workloads, and build capabilities.
Maintain subject-matter expertise in wage and hour law, payroll taxation, ACA, COBRA, and Davis-Bacon compliance.
Direct internal payroll audits and respond to external agency reviews; keep documentation inspection-ready.
Oversee benefits administration and enrollment: eligibility, deductions, reconciliations, employee communications, and file feeds via Employee Navigator.
Manage vendor partnerships (UMR, Guardian, Fidelity, EAP, and others), resolving escalations related to service, data integrations, and compliance.
Serve as the final escalation point for complex pay and benefits issues that demand policy interpretation and sound judgment.
Collaborate with HR and business leaders to align payroll/benefits with lifecycle events, compensation updates, org changes, and policies.
Drive year-end execution: W-2 processing, garnishments, required notices, reconciliations, and all statutory reporting.
Chair the company’s Wellness Committee and advance health and well-being initiatives.
Document and refine procedures, controls, SLAs, and KPIs to ensure reliable, consistent operations.
Continuously improve processes to elevate accuracy, efficiency, compliance, and employee experience.
Plan and deliver system/process enhancements that support growth and regulatory changes.
Pitch in on additional responsibilities as business needs evolve.
What you bring
Bachelor’s in Accounting, Business, HR, or related field preferred.
7+ years of progressive payroll experience, including benefits coordination.
Hands-on expertise with Spectrum (or similar ERP) and Employee Navigator.
Advanced Excel (formulas, lookups, filters) and strong reporting skills.
Bilingual English/Spanish strongly preferred.
Proven team leadership or supervisory background.
Deep knowledge of federal and Texas wage laws, ACA, COBRA, Davis-Bacon, and payroll tax rules.
Meticulous attention to detail, confidentiality, and deadline discipline.
Physical requirements
Primarily office-based with frequent computer, phone, and standard office equipment use. Involves extended periods of sitting, data analysis, document review, and digital recordkeeping, with occasional standing, walking, and handling files or office materials.
