Founded in 2007, DTI (Diversified Technology, Inc.) is a successful African American owned IT Consulting/Staffing firm based in Chicago's Loop.

We focus on providing delivery, staffing, and supported services such as enterprise integration/implementations including, but not limited to, CRM, EAM, ERP, PMO, and QA. We service clients in SLED (state/local gov’t & education), financial services, Fortune 500, public utility, as well as regularly partnering with Big 4 SI partners.

DTI has an immediate need for an Oracle Talent & Learning Module Lead for a 1yr+ contract in San Antonio, TX. Must work on our W2. Onsite position Mon‑Friday.

Overview

Our public utility client in San Antonio, TX is seeking an experienced Oracle Talent Management & Learning Module Lead to oversee the end‑to‑end design, build, and implementation of the Oracle Talent Management module within a large‑scale HCM transformation program. This role requires a seasoned SME capable of guiding both onshore and offshore teams, advising key stakeholders, and ensuring the delivery of best‑in‑class HCM solutions.

Key Responsibilities
  • Serve as the primary point of contact and functional lead for the Oracle Talent Management & Learning modules.
  • Lead and manage the offshore functional team and collaborate closely with the client’s internal team to ensure coordination and alignment.
  • Design, build, configure, and validate Oracle Talent Management and Learning solutions in alignment with business requirements and transformation goals.
  • Act as a subject matter expert (SME) in design sessions, answering client questions, providing guidance, and offering best‑practice recommendations.
  • Identify opportunities for process optimization, modernization, and transformation within the Talent Management and Learning work streams.
  • Collaborate with cross‑functional HCM, technology, and business teams to ensure seamless integration across modules and systems.
  • Provide expert guidance on solution architecture, ensuring scalable, secure, and sustainable design.
  • Apply responsive and adaptive design principles to enhance the end‑user experience and support usability across platforms.
  • Support the development and maintenance of comprehensive HCM project plans, reporting status updates to project leadership.
  • Coordinate with client leadership for design reviews, approvals, and decision‑making activities.
  • Lead all module‑specific testing activities, including test planning, execution, defect resolution, and validation.
  • Assist in planning and execution of cutover, go‑live readiness, and transition‑to‑production activities.
Required Qualifications
  • 7‑10+ years of functional experience with Oracle Talent Management, Oracle Learning, or related HCM modules.
  • Prior experience serving as a Module Lead or Lead Consultant on Oracle Cloud HCM implementations.
  • Strong understanding of HCM business processes, talent lifecycle, and learning management frameworks.
  • Demonstrated experience working with offshore/onshore delivery teams.
  • Proven ability to lead design sessions, provide SME‑level guidance, and communicate effectively with business and IT stakeholders.
  • Experience creating functional specifications, configuration workbooks, testing scenarios, and training materials.
  • Strong analytical, communication, and stakeholder engagement skills.
Preferred Qualifications
  • Experience supporting or leading Oracle Cloud implementations within regulated industries or public utilities.
  • Prior experience in large‑scale HCM transformation programs.
  • Oracle Cloud certification(s) in Talent Management or Learning.

Pay rate: $90‑128k depending on experience
