Position

The HSE Manager plays a critical leadership role in overseeing and advancing the Health, Safety, and Environmental (HSE) performance across all industrial construction projects. This position is responsible for driving the strategic vision, ensuring regulatory compliance, and cultivating a proactive safety culture across the organization—including employees, contractors, and visitors.

This is a hands‑on, field‑oriented role requiring regular travel to active work locations. The successful candidate will be a visible leader, equally comfortable on construction sites and in executive meetings, with a proven track record of reducing risk, improving safety performance, and engaging field personnel.

Qualification Requirements
  • Bachelor’s degree in occupational safety, Environmental Science, Construction Management, Engineering, or related field.
  • 10+ years of progressive HSE leadership experience in industrial or heavy construction.
  • In-depth knowledge of OSHA standards and environmental regulations relevant to construction.
  • Experience managing multi‑site projects and subcontractor safety performance.
  • Professional certifications preferred:
    CSP, CHST, NEBOSH, OSHA 30/510/500

  • TWIC required.
  • Must have a valid Texas Driver’s License with minimal infractions.
Knowledge, Skills, and Abilities
  • Strong organizational skills and multi‑tasking – variety of documentation that requires attention to detail and organization to perform successfully.
  • Excellent communication skills (written and verbal) – constant interaction with the operations team and site supervisors.
  • Demonstrated ability to take the initiative to improve processes.
  • Ability to work independently and within a team.
  • Strong problem‑solving skills.
Essential Functions
  • 1. Strategic HSE Leadership
  • Develop and implement a comprehensive HSE strategy aligned with organizational goals and project execution plans.
  • Embed safety and environmental responsibility into all business operations and decision‑making.
  • 2. Compliance & Risk Management
  • Ensure full compliance with federal, state, and local regulations (e.g., OSHA, EPA, TCEQ).
  • Lead site‑specific risk assessments, safety planning, and mitigation strategies tailored to industrial construction environments.
  • 3. Travel, Field Presence & Site Oversight
  • Conduct regular site visits across multiple project locations to observe work practices, coach field personnel, and verify compliance.
  • This role requires frequent travel to active job sites, fabrication yards, and field offices across various project locations. Flexibility and a strong field presence are essential.
  • Lead jobsite audits, inspections, and behavioral safety observations.
  • 4. Contractor Safety Management
  • Oversee and evaluate subcontractor HSE programs to ensure alignment with company standards.
  • Monitor performance and enforce accountability through clear expectations and corrective actions.
  • Lead investigations for incidents, injuries, and near misses, ensuring root causes are identified and effective corrective actions are implemented.
  • Maintain accurate and timely reporting using the company’s incident management system.
  • 5. Training & Safety Culture
  • Develop and deliver engaging safety training programs for employees and contractors.
  • Foster a strong, behavior‑based safety culture through leadership, coaching, and employee involvement.
  • 6. HSE Metrics & Performance Monitoring
  • Establish and track key safety performance indicators (e.g., TRIR, DART, near misses).
  • Analyze trends and lead continuous improvement initiatives to enhance site safety.
  • 7. Regulatory & Client Engagement
  • Act as the primary point of contact for regulatory bodies and client HSE representatives.
  • Participate in client meetings, pre‑job planning, and site safety walk‑downs.
  • Lead and develop the HSE team across all locations, setting expectations and building a strong performance‑driven culture.
  • Ensure consistent implementation of HSE programs across all job sites.
  • Will oversee the Central/South Texas area.
