Position: Department of Aging and Adult Services/Office of the Public Guardian District Manager

The Department of Aging and Adult Services/Office of the Public Guardian is recruiting for District Managers, who plan, organize, and direct the work of multiple units of social services and support staff for an assigned region. Incumbents will require skills to evaluate operations from a macro perspective, lead various projects in development, and implement new programs and policies.

Responsibilities
  • Develop, implement and maintain regional program goals in support of the department's business plan and budget.
  • Ensure compliance with federal and state laws.
  • Evaluate and ensure quality and effectiveness of programs.
  • Identify and provide analysis of proposed regulations and impacts.
  • Supervise through subordinate supervisors.
  • Handle and resolve inquiries and complaints.
  • Participate and provide leadership in joint planning activities with other agencies, departments, community organizations, etc.
Qualifications
  • Bachelor's degree from an accredited college or university in behavioral/social science, business/public administration, or a closely related field.
  • Two (2) years of experience supervising a unit of staff performing social worker duties or program delivery duties in a human/social services agency.
  • One (1) year of professional-level administrative experience with primary responsibility for overseeing program operations or overseeing the agency's budget and fiscal operations.
  • Comfortable with developing budget justification, performing financial analysis of programs and business operations.
  • Strong analytical skills and ability to evaluate operations from a macro perspective.
  • Experience in project development, new program/policy implementation, and operational modifications in a large department or organization.
  • Master's degree in a behavioral science and qualifying experience in a program primarily serving the elderly and adults with disabilities is highly desirable.
  • Second-level supervisory or management experience.

Conditions of Employment
  • Background Investigation: Prior to appointment, applicants must pass a background investigation, which includes fingerprinting, credit check, and/or medical exam, and may also include drug and/or TB testing.
  • Travel: Frequent travel throughout the County and possibly statewide. Employees may be required to provide transportation and use personal vehicles (mileage reimbursement available). A valid California Class C driver license and proof of automobile liability insurance must be maintained.
  • Sponsorship: San Bernardino County is not able to consider candidates who will require visa sponsorship at the time of application or in the future.
  • Education: A completed Bachelor's degree from an accredited college or university in behavioral/social science, business/public administration, or a closely related field.
  • Experience: Two (2) years of experience supervising a unit of staff performing social worker duties or program delivery duties in a human/social services agency, plus one (1) year of professional-level administrative experience with primary responsibility for overseeing program operations or budget management.
