Job Description & How to Apply Below
Position: Construction Estimator (Federal Construction)

Good-Men Roofing & Construction is seeking an experienced Construction Estimator (Federal Construction) to lead estimating efforts for DoD MACC, IDIQ, and design-build projects. This position is responsible for developing accurate, competitive, and compliant estimates for federal renovation, repair, alteration, and new construction projects.

The ideal candidate has experience estimating multi-trade construction projects for a general contractor, strong design-build expertise, and proven ability to interpret plans, prepare quantity takeoffs, coordinate subcontractor pricing, and develop competitive federal proposals. Direct experience with NAVFAC, USACE, or other federal construction programs is highly preferred.

Responsibilities:
  • Review DoD MACC task-order requests, Requests for Proposals, amendments, drawings, specifications, scopes of work, site information, wage determinations, evaluation factors, and contract clauses
  • Prepare compliant bid/no-bid assessments, solicitation checklists, work breakdown structures, quantity takeoffs, labor and equipment analyses, subcontractor scopes, indirect costs, fee, escalation, bonds, insurance, allowances, and contingencies
  • Develop and update conceptual through final estimates as designs progress, reconciling scope and cost changes against project budgets.
  • Solicit, level, and document subcontractor and supplier quotations; identify scope gaps, exclusions, qualifications, duplicated work, and buyout risks
  • Attend site visits and assess access, logistics, escorts, badging, restricted areas, occupied-facility constraints, utility outages, environmental conditions, work hours, and other installation-specific cost impacts
  • Develop proposal pricing narratives, cost breakdowns, schedules of values, assumptions, clarifications, alternates, and supporting data consistent with solicitation instructions
  • Identify and quantify estimating risks, including incomplete design, differing site conditions, schedule constraints, material escalation, labor availability, and security requirements.
  • Support negotiations, proposal revisions, discussions, change proposals, equitable adjustments, and task-order modifications with defensible cost documentation
  • Lead post-award estimate turnover, communicating scope commitments, assumptions, exclusions, budget impacts, procurement priorities, and key project risks.
  • Maintain estimating files, historical cost information, production rates, subcontractor databases, lessons learned, and an auditable record of estimate development and approvals
Qualifications:
  • 5+ years of estimating experience with a general contractor, including design-build, commercial, industrial, institutional, or federal construction
  • Proven ability to prepare complete estimates for renovation, repair, alteration, and new construction projects involving multiple trades
  • Experience with federal construction procurement, including DoD, NAVFAC, USACE, Air Force, IDIQ/MACC contracts, task-order proposals, and design-build delivery
  • Ability to interpret drawings, specifications, Division 00/01 requirements, wage determinations, and solicitation requirements
  • Advanced skills in quantity takeoffs, subcontractor solicitation and bid leveling, labor and equipment costing, and risk-based estimating
  • Knowledge of FAR, DFARS, Davis-Bacon labor pricing, and related federal construction requirements
  • Experience estimating occupied-facility renovations and multi-trade scopes, including roofing, civil, structural, mechanical, electrical, fire protection, and specialty trades
  • Proficiency with Microsoft Office and estimating/takeoff software such as Bluebeam, RSMeans, Building Connected, Procore, Sage Estimating, Trimble Win Est, or similar platforms
  • Strong analytical, organizational, communication, and time-management skills with the ability to manage multiple pursuits simultaneously
  • Bachelor's degree in Construction Management, Engineering, Architecture, or a related field preferred; equivalent experience considered. Professional estimating certifications are a plus
