About SDHC:The San Diego Housing Commission (SDHC) is an award-winning public housing agency in the City of San Diego that provides innovative housing assistance programs for households with low income or experiencing homelessness. the Department:
The Community and Strategic Initiatives Division is responsible for SDHC’s Strategic Plan development and implementation, Moving to Work designation, and community engagement. It ensures high-quality and unbiased processing of all of SDHC’s programs and initiatives. It includes the Ombudsperson/Community Liaison, Customer Experience Unit, Procurement, the City-County Reinvestment Task Force, Fund Development, and Fair Housing staff.
About the Position:The Program Analyst will report to the Ombudsperson/Community Liaison. The incumbent will assist in reviewing, analyzing, and responding to formal complaints, including housing discrimination under fair housing, ADA, and 504 laws and regulations. The work has technical and programmatic aspects, requiring the interpretation and application of policies, procedures, and regulations and involves frequent contact with staff and the public, as well as performing various research functions.
The role will provide administrative and compliance support to assigned Commission programs and develop and implement recommendations for operational, policy, and procedural improvements.
- Assists in developing goals, objectives, policies, procedures, work standards, and administrative control systems for the programs to which assigned.
- Researches and stays abreast of changes in fair housing laws and regulations; in absence supervisor and/or as a backup, participates in regional collaborative fair housing organizations on behalf of SDHC.
- Assists supervisor in reviewing, analyzing, and responding to formal complaints, including housing discrimination under fair housing laws and regulations; works with residents to resolve complaints.
- Coordinates and performs professional-level administrative and programmatic work for various housing programs (including fair housing/ADA/504) in such areas as budget development, financial administration and reporting, grants administration, loan management, contract administration, commercial building management, partnership development, management analysis, public information, and program evaluation.
