UCSD Department of Psychiatry is contracted to provide Transitional Case Management Program (TCMP) services for the California Department of Corrections and Rehabilitations (CDCR). Under close supervision, the incumbent will work full‑time (M‑F, 8 hrs per day, with variable start/stop times ranging between 6 am‑5 pm) at various CDCR correctional facilities throughout California and other regional institutions as directed.
The role is that of a Benefit Worker (BW) managing full caseloads of incarcerated persons who are: (1) potentially eligible for benefit entitlements such as Medi‑Cal, Social Security, and Veterans Affairs; (2) diagnosed with HIV/AIDS; (3) diagnosed with a mental illness; and/or (4) in need of community‑based continuity of care upon release. The BW assesses benefit eligibility based on medical, financial, and age factors;
assists with benefit application processes; completes and submits applications for Medi‑Cal, Social Security Disability (SSD), Supplemental Security Income (SSI), and Veterans Affairs benefits; and collaborates with institutional and parole staff on cases requiring additional case management.
- Four years of related experience, education/training, OR a Bachelor’s degree in a related area.
- Eligibility for clearance to visit and work inside prisons and other CDCR facilities.
- Ability to perform intake evaluations and assess, problem‑solve, and think critically.
- Collaborative, fast‑paced work ability with large caseloads.
- Strong computer literacy: word processing, email, internet research.
- Accountability and excellent organizational skills for meeting deadlines.
- Professional case‑management experience with attention to detail and timely completion of tasks.
- Clear written/ oral communication skills; concise, factual psychosocial notes and reports.
- Experience working with community mental health resources, correctional officers, and parole staff.
- Strict confidentiality and professional judgment in all interactions.
- Knowledge of clinical counseling principles, methods, procedures, and standards.
- Master’s degree in Social Work, Psychology, or related field.
- Knowledge of federal, state, local laws related to health and social welfare; experience assisting clients with Social Security, Veterans Affairs, and Medicare.
- Professional case‑management experience with parolees/detained populations diagnosed with HIV/AIDS or mental illness, including psychosocial assessments, service planning, housing, referrals, and follow‑ups.
- Training in motivational interviewing and understanding of incarcerated populations.
- Direct service experience in state prison populations; knowledge of prison culture and dynamics.
- Employment subject to criminal background check.
- Eligibility for CDCR clearance and full‑time service in minimum‑through‑maximum security prisons.
- Willingness to travel extensively, including overnight stays, across California and regional facilities.
- Annual TB screening required.
