Job Overview

Graduation from an accredited college or university with a bachelor's degree and experience equivalent to substantial (five or more years) full-time increasingly responsible professional staff administrative and/or analytic work including at least one year of human resources work; qualifying full–time professional experience may be substituted for the required education, on a year-for-year basis, to a maximum of four years; additional graduate coursework in human resources administration or other related acceptable field may be substituted for the required non‑specialized experience, on a year-for-year basis, to a maximum of two years;

OR four years of full‑time increasingly responsible professional staff administrative and/or analytic work including at least one year of human resources experience with the State of Tennessee.

Responsibilities
  • Direct the human resources management function for a moderate‑sized department with a complex human resources system; manage human resources functions including position classification, control, special recruitment, interviewing and selection, affirmative action and equal opportunity, career planning and development, training, performance evaluation, employee relations, safety, and HR transactions; personally handle the most difficult HR analytic work occurring in the organization.
  • Assign, train, supervise, and evaluate subordinate professional and other human resources staff and their work; make recommendations and decisions on HR actions such as employment, promotion, demotion, transfer, retention, and performance increases; give guidance and advice to subordinates on technical matters.
  • Assist management in developing overall administrative policies and methods in the department; supervise and participate in major studies of policies and methods and make recommendations for changes where warranted; participate in studying organization, operations, and services and make recommendations for improvements in economy, efficiency, and quality; give guidance and advice to operating units on HR matters to assure consistency and equity for all employees;

    personally perform general staff analytic work in any HR management area as assigned.
  • Supervise and participate in leave, attendance, and deductions portion of the payroll function and, as assigned, may direct the payroll function for the organization; assist in preparing personal services portion of the budget; monitor training funds usage by assuring that requests for out‑service training are proper and consistent with established policy and procedure.
  • Meet and deal with all levels of employees and officials in the organization on HR matters in order to provide explanation and interpretation, obtain desired results, and handle difficult personal relations; act as liaison to central human resources; act as liaison and confere with other HR directors and central HR to assure a consistent and proper HR management system for the state service.
  • Supervise and participate in preparing a large volume and variety of HR records and reports.

Education and Experience:

Graduation from an accredited college or university with a bachelor’s degree and experience equivalent to substantial (five or more years) full‑time increasingly responsible professional staff administrative and/or analytic work including at least one year of HR work. Additional experience or coursework may be substituted for required education, up to the maximum limits listed above.
