We seek a highly qualified Program Manager 2 to manage programs that deliver CMC oxide and non-oxide products.
Program Manager Responsibilities- Plan and execute programs with responsibility for technical, financial, contractual, and schedule aspects. P&L performance responsibility.
- Serve as primary customer contact for status and program performance; lead program review sessions.
- Capture new business and define technical strategy for product segment; manage bid and proposal efforts.
- Negotiate schedule milestones, payment, and contract terms.
- Lead a cross‑functional team of associates; direct site operations, technical, functional, and administrative areas.
- Develop and manage Integrated Master Schedules (IMS) and technical performance metrics.
- Manage risk, opportunity, and issue processes for mitigation and realization.
- Manage subcontractor and make/buy actions to achieve program objectives.
- Ensure program‑wide focus on safety, reliability, cost, and schedule.
- Develop and deliver presentations to customers, management, and stakeholders.
- 9 years relevant Program Management experience with Bachelor’s degree, or 7 years with Master’s in Mechanical Engineering or related fields.
- Experience managing all aspects of program execution across IPTs and contracting.
- Ability to manage external customers and internal functional teams through engineering, development, hardware fabrication, and testing/validation.
- Experience with growing existing business and new business, including customer relationships and proposal development.
- Demonstrated financial management skills with program budgets, schedules, EAC, and change capture.
- Strong Microsoft Office skills (Word, Excel, MS Project, PowerPoint).
- Willing and able to travel up to 25%.
- Must obtain a U.S. citizen clearance (U.S. citizen) if required.
- Experience developing and managing BOE, SOW, CDRL, ROM, and firm proposals.
- Proven leadership and coaching of effective teams; interpersonal and communication skills.
- Knowledge of proposal and contract types (CPFF, FFP) and negotiation experience.
- Background in material systems and CMC.
- Earned Value Management System (EVMS) experience.
- Business discretionary investment planning experience.
- Active Security Clearance (Secret or above).
