Systems Engineer, Installation Technician

Job SummarySenior Installation Analyst shall provide analytical support to install hardware and software on platforms, to include ships, subs, and shore sites for US Navy Program. They may also perform the following functions:
- Prepare afloat, shore, and submarine installation policy, process, standards, and training documentation.
- Provide installation process execution requirements and software specifications to support tool development.
- Apply regulations and policies affecting the installation of Programs of Record (POR) or non‑POR systems (i.e., Navy Installation Process Handbooks, NAVSEA Technical Specifications, OPNAV instructions, Joint Fleet Maintenance Manual, etc.)
- Review technical documentation, installation plans, installation intentions, and provide progress status reports on significant technical, programmatic issues, and concerns related to the installation of all PAE MS Surveillance and Reconnaissance (C4
ISR) products and platform availabilities - Prepare installation assessment reports and financial analyses to assist APM‑Is to prepare and maintain the financial health of installation efforts
- Coordinate with the Ship Change Document (SCD) Initiators and SCD Submitters, PAE MS design team, and other stakeholders to track the development and approval of SCDs, Justification/Cost Forms (JCFs), Ship Alteration Records (SARs), Installation Requirements Drawings (IRDs), Ship Installation Drawings (SIDs), Equipment Delivery Date(s) (EDDs), and other installation documentation
- Assist the APM‑I to track installation‑estimated costs and the development and approval of Shore‑related products. Examples of shore‑related products include Standard Plans, Test Plans, Installation System Operational and Verification Test (SOVT) Reports, Basic Electronic System Engineering Plans (BESEPs), Fleet Readiness Certification Board (FRCB) inputs, Risk Mitigation Plans, Installation Design Plans (IDPs), and Site Survey Reports
- Provide technical representation at Installation Planning Working Groups, Production meeting, and other installation‑related meetings
- Develop and prepare plans and strategies to deliver zero vulnerabilities in systems that have been installed during the Chief of Naval Operations’ availability
- Review and analyze Functional Interface Diagrams (FIDs) for new ship constructions including architecture and interfaces with the ships’ PAE MS and Information Technology (IT) and combat systems.
- Work with Program APMs on budget forecasting and FY Spend Plans for SOVT and PICOs
- Review TYCOM’s PICO messages for CNO availabilities and coordinate with Program
