Regulatory Analyst – Regulatory Affairs
Base pay range: $/yr - $/yr
Responsibilities- Manage the development of applications, prepared testimony, exhibits and work papers for all general rate case applications as well as other applications filed with the California Public Utilities Commission (CPUC).
- Serve as Project Manager for processing regulatory applications through the CPUC.
- Provide testimony at hearings involving general rate case and other regulatory proceedings.
- Represent the Company in industry-wide proceedings and workshops at the CPUC and other regulatory agencies.
- Maintain open communication with Accounting Department regarding rate issues.
- Provide expertise and advice on regulatory issues to operating and accounting personnel as needed.
- Maintain ongoing contact with CPUC to obtain status of current rate issues, rules and regulations; develop rapport with CPUC staff and Commissioners.
- Perform complex regulatory, accounting, budgetary and statistical analysis.
- Communicate relevant CPUC related issues to Company personnel.
- Interact with customers when necessary to discuss rate-related matters.
- Supervise and develop assigned regulatory personnel.
- Ensure compliance with regulatory deadlines established by the CPUC and governmental agencies.
- Analytical skillset to accurately analyze situations and take effective action.
- Logical and creative reasoning ability.
- Experience utilizing various analytical and research techniques to resolve complex utility or regulatory problems.
- Demonstrated project and personnel management capabilities.
- Composure under stressful situations.
- Ability to complete assignments independently or with minimal supervision.
- Ability to work productively under time pressures, disruptions, or multiple responsibilities.
- Sound decision-making based on available information.
- Excellent oral, written and presentation communication skills.
- Ability to read, interpret, and analyze data and present ideas effectively.
- Ability to write complex reports with facts, conclusions, and recommendations.
- Read and understand technical materials.
- Ability to synthesize information across multiple sources.
- Coordinate work assignments with other managers in Regulatory Affairs.
- Knowledge of regulation and cost of service issues.
- Understanding of industry tariffs and rate design.
- Bachelor’s degree from an accredited college or university with major coursework in accounting, mathematics, economics, business, engineering, environmental or resource planning, or a related discipline required.
- Seven to ten years of verifiable work experience in accounting or finance or utility regulatory analysis.
- Demonstrated knowledge and experience in researching, analyzing and preparing statistical and analytical studies.
- Excellent oral and written communication skills.
- Ability to prepare statistical and analytical studies using spreadsheets and word processing software.
- Proven ability of completing multiple project assignments.
- Utility experience in a regulatory environment strongly preferred.
- Proficiency in Microsoft applications (advanced Excel skills preferred).
- Two years’ supervisory experience preferred.
