Reports To: Director of Employment Training and Economic Development

Summary

Responsible for providing employment counseling, case management, WIOA eligibility determination, certification and assessment, training, placement, and retention services to program participants.

Essential Functions
  • Provides employment and job counseling services and case management to program participants; works with participants to develop individual employment plans and to provide job readiness and job skills assessments.
  • Identifies vocational training and employment opportunities for program participants and makes referrals accordingly; provides one‑on‑one and group‑based assistance to participants; works closely with vocational training providers and instructors to ensure that programs run properly and satisfactorily; maintains participant database including training schedule, attendance, test results, progress reports and other required documents; conducts workshops and provides complementary services as needed.
  • Assists with training programs and related activities; collecting data; monitoring and preparing participant progress reports; conducting evaluation surveys; and updating flyers, brochures and employment training and services tools.
  • Supervises participant job search efforts and work performance; provides orientation, interview assistance, translation, conflict resolution and mediation as needed
  • Submits monthly participant progress reports and other ad hoc reports on center operations to the supervisor in a timely manner.
  • Participates in meetings, trainings and other community events.
  • Conducts WIOA eligibility determination, certification and comprehensive assessment with OEWD‑approved assessment tools; interprets assessment results and reviews results with participants to assist them with their individual employment plans.
  • Continuously explores and initiates new, innovative ideas and solutions to generate, develop, and promote relationships with businesses and employers so as to create and increase job opportunities for jobseekers.
  • Performs other duties as assigned.
Qualifications
  • Bachelor’s degree in social work, counseling, education or a related field or high school graduate with at least two years of relevant work experience.
  • Previous work experience in a Neighborhood Access Point or Career Center, community services, career counseling and development, vocational training, human resources, WIOA funded program, and local and federal vocational training programs strongly preferred.
  • Excellent written and verbal communication skills. Bilingual and bi‑literate in English and Spanish, Chinese, Tagalog, Vietnamese, or Russian are preferred.
  • Excellent interpersonal and conflict resolution skills, and ability to work with diverse populations and low‑income older adults.
  • Must be self‑motivated, organized and able to multitask under minimal supervision.
  • Proficient in MS Office and the Internet.
  • Must pass a background check.
  • Must be able to travel via public transportation or personal/department vehicle for the performance of job duties. If driving, must have and maintain a valid CA driver license, satisfactory driving record, and auto insurance coverage as specified in Self‑Help's policy.
