Job Description and Duties

Pursuant to Assembly Bill (AB) 693 (Eggman, 2015), the Energy Division is seeking an analyst to work on customer generation programs, with an emphasis on the Solar on Multifamily Affordable Housing (SOMAH) as specified in the bill. A statutory goal of this program is to provide assistance to low‑income utility customers to make sure they can afford to pay their energy bills.

Pursuant to AB 693, installing qualifying solar energy systems on low-income housing and in disadvantaged communities can provide local economic development benefits while advancing the state’s renewable energy policies and policies to reduce emissions of greenhouse gases. Further, the analyst will need to develop subject matter expertise on the Investor-Owned Utilities’ virtual net billing (VNBT) and virtual net energy metering (VNEM) tariffs.

Under the general direction of the Program and Project Supervisor and as part of a team, the analyst will work on both policy development as well as program implementation and collaborate with other Energy Division groups to ensure consistency and coordination across programs and policy. The analyst will conduct original research on highly complex and technical problems; will take lead responsibility in managing work products and timelines for a CPUC proceeding;

organize stakeholder meetings and workshops; summarize positions on policy proposals; assist Administrative Law Judges with developing a record and drafting proceeding documents; and conduct legislative analysis on proposed bills. Incumbent must have knowledge of customer generation programs and market trends, in particular programs supporting disadvantaged and low-income communities. The analyst will be expected to work with the utilities and other stakeholders to ensure program administration activities are conducted in a manner consistent with Commission decisions and directives, as well as yield results that advance state policy, and ratepayer interests.
