Under the general direction of the Administration Division leadership, the Compliance Director will assume full management responsibility for the units of Regulatory Affairs & Audits, Administrative Hearings, and the Office of Civil Rights. This director-level role is responsible for shaping and executing agency-wide compliance policies, goals, and objectives. The CD brings together all agency sections working to implement Civil Rights and Equity programs, including Title VI/EEO and related investigations, Ombuds, Small Business, the Office of Racial Equity & Belonging (OREB), and Accessible Services.
The CD leads the team in these areas overseeing compliance with various regulatory requirements.
Examples of essential duties include the development and implementation of departmental goals and policies for Civil Rights, Equity, Regulatory programs; managing compliance activities including EEO, small and disadvantaged business programs, contract compliance, Title VI, and language access; directing investigations, audits, and administrative hearings; preparing strategic plans aligned with SFMTA goals; serving as liaison for equity programs; staying abreast of regulatory changes and ensuring compliance with federal, state, and local requirements;
advising management on regulatory developments; conducting studies and investigations; managing labor issues and grievances; coordinating communications to the SFMTA Board and other bodies; budget administration for the division; and representing the Office of Civil Rights in various meetings.
Directs and ensures timely responses to Sunshine requests, legislative inquiries, media and community inquiries; handles confidential information; participates in staff development and performance management; and performs other duties as assigned.
The ideal candidateThe ideal candidate is a results-oriented professional with proven experience in Civil Rights, Equity, and Regulatory programs. The candidate should have knowledge of the theories, principles, and practices of applicable federal, state, and local rules and regulations governing civil rights for a public agency. The candidate should communicate clearly and concisely, build effective working relationships across the agency and city departments, and excel in long-term planning with the ability to prioritize competing needs under resource and timeline constraints.
