ResponsibilitiesUnder the direction of the Program and Project Supervisor (Communications Division's Carrier Oversight & Programs Branch), this analyst will act as lead program analyst with minimal supervision, performing policy analysis, drafting resolutions, conducting technical research, analyzing data, and providing advisory support for the California Public Utilities Commission’s initiatives on telecommunications service quality (SQ), Public Safety Power Shutoff (PSPS) events, and Resiliency Strategies.
Key duties include:
- Developing comprehensive recommendations for proceedings, drafting memoranda, and preparing detailed reports.
- Collaborating with legal teams, Administrative Law Judges, and Commission offices to facilitate decisions.
- Coordinating with federal, state, and local agencies on policy and procedures.
- Providing technical and policy analysis for emergency response concerning communications services impacted by wildfires, natural disasters, PSPS events, social protests, etc.
- Designing and producing high‑quality maps and visual representations of GIS data; integrating GIS with systems such as SharePoint, SQL, Tableau for automated reporting and dashboards.

- Describe your written and verbal communication skills, including experience presenting and writing reports and memos.
