Under general supervision, positions in class 2940 Protective Services Worker within the Office of the Public Conservator in the Department of Aging and Adult Services provide a broad range of clinical/advocacy services to temporary/permanent conservatees and collateral contact with a multidisciplinary team. An average caseload is approximately 65 clients, varying with case intensity and program capacity.
The target population includes individuals who are gravely disabled due to chronic mental illness and/or alcoholism, those involved with the Criminal Justice System, and individuals held in jail, state hospitals or other facilities. The Office handles an average caseload of 700, with about half placed outside San Francisco County, requiring travel averaging 350 miles per month.
Responsibilities also include managing mental health conservatorship investigations, interacting with Mental Health Court and other agencies, conducting assessments, making level‑of‑care recommendations, and providing advocacy, often in conflict with other stakeholders.
Essential Duties And Functions- Conduct investigations to determine eligibility for psychiatric care and services, including interviews and gathering information from collateral sources.
- Conduct regular in‑person visits in a variety of settings (jail, state hospital, inpatient psychiatric units, locked psychiatric treatment centers, skilled nursing facilities, and community settings).
- Conduct crisis interventions during business hours or after hours.
- Complete time‑sensitive court reports and provide expert testimony to the Superior Court as needed.
- Evaluate and approve psychiatric treatment and medications in clients’ care plans.
- Continuously assess appropriateness of placements and the least restrictive level of care.
- Complete applications and forms related to placement, legal, financial, and medical issues.
- Utilize productivity tools such as Microsoft Office Suite for case conferences, presentations, and communication.
- Document cases promptly in the digital case‑management system.
- Collaborate with other city departments (Public Health, Police, Jail, City Attorney’s Office, etc.).
- Education: Master’s degree in Social Work accredited by CSWE, OR Master’s degree in a two‑year counseling program (e.g., Marriage and Family Therapy, Clinical Counseling, Mental Health Counseling, Addiction Counseling, Counseling Psychology) with supervised field placement.
- Experience: Two semesters of graduate field placement in elder or dependent adult services, or six months of post‑baccalaureate professional work providing direct services to elders or adults with disabilities.
- License & Certification: Valid California class C driver’s license and clear MVR. Either a licensed California Social Worker (LCSW) or an Associate Social Worker (ASW) internship; or a licensed Marriage and Family Therapist (MFT) or MFT intern; or a licensed Professional Clinical Counselor (LPCC) or counselor intern.
- Twelve months experience working with mental health programs.
