What We Do: The Department of Building Inspection oversees the effective, efficient, fair and safe enforcement of City building, housing, plumbing, electrical, mechanical, and disability access codes for San Francisco’s more than 200,000 buildings. This position is located in the Technical Services Division and is part of the Permit Services team.

Under the direction of the Technical Services Manager, the Addressing Manager will oversee, plan, monitor and manage the implementation of the addressing initiatives as outlined by the inter-departmental Address Working Group memorandum of understanding (MOU). The Addressing Manager will establish the new addressing program and will align staff on procedures or procedural improvements, resolve complex addressing functions, oversee addressing staff, streamline workflows, routing and customer service functions.

The Addressing Manager will be responsible for program improvements, ensuring timely completion of work, reporting and data integrity of retroactive data entry and current assignments. The Addressing Manager will work directly with other departments in GIS Mapping, the permitting system and will lead and participate in the inter-departmental Address Working Group as well as be responsible for public and intra-departmental communications related to program updates or changes.

The ideal candidate will be a natural leader who is detail-oriented, has exposure to Geographic Information System (GIS) systems and can strategize and implement program initiatives. This position entails a variety of administrative, organizational and management responsibilities as it pertains to assigning addresses in the City. The incumbent will primarily be responsible for strategizing, implementing and maintaining program initiatives and organizational standards to ensure the efficient and effective execution of program objectives.

The incumbent will regularly evaluate and iterate program policies and procedures to maximize departmental resources and provide clear guidance for staff and the public. The incumbent will also manage support staff, be comfortable making decisions, provide presentations as needed and work with the external affairs team on communications and outreach.

EXAMPLES OF RESPONSIBILITIES AND DUTIES

  • Coordinating program development and working collaboratively in the Inter‑Agency Addressing Working Group
  • Developing program strategies, outlining goals and ensuring alignment with organizational objectives
  • Convening both internal and external stakeholders for education, outreach and to assess efficacy of program management and communications
  • Determining and advocating for resources to sufficiently administer the programs and ensure effectiveness
  • Making determinations to appropriately assign addresses within the guideline of the DBI Addressing program and in accordance with the City Addressing Grid
  • Providing guidance and support to direct reports, as well as other team members involved in the program work
  • Researching and developing recommendations for effectively implementing Addressing Assignment
  • Tracking regulatory changes and adjusting policies and procedures as necessary
  • Planning for and developing protocols around proposed improvements and coordinating with partners within and outside of the department to ensure alignment with the inter‑departmental MOU
