Project Overview

Bechtel has been appointed by The Santa Clara Valley Transportation Authority (VTA) to provide Construction Management Services for Phase II (BSVII) of the BART Silicon Valley Program. The program further extends the BART system from the Berryessa Station in north San Jose, through downtown San Jose, and continuing to Santa Clara University. This landmark project is a six‑mile, four‑station extension, linking the Phase I terminus at the Berryessa/North San Jose BART station to the Santa Clara Station in the City of Santa Clara.

BSVII is planned to include a 54‑foot single‑bore tunnel, three underground stations, one at‑grade station, and a maintenance facility.

Job Summary

The Construction Lead Planner is responsible for developing and integrating the BSVII Construction program schedule across contract packages and engineering, procurement, T&C, and ops disciplines. The Lead Planner supervises schedule development, maintenance, monitoring, and recovery plan activities, supports project organizational and administrative activities, establishes project milestones, and develops scheduling standards and procedures.

Major Responsibilities
  • Direct program‑level schedule development and maintenance monitoring activities. Develop, interpret, and execute policy objectives and standards applicable to schedule maintenance and monitoring of development functions.
  • Oversee implementation of milestone schedules, engineering/ procurement/ construction close‑out monitoring including documentation and planned maintenance activities.
  • Perform and/or coordinate, collect, verify, and integrate the work scope for all entities into the total project plan. Review the representation of project scope in schedules.
  • Coordinate preparation of “what if” plans (sensitivity analysis) to mitigate cost overruns and/or schedule delays. Investigate opportunities to enhance schedule without affecting cost.
  • Assist in determining the scheduling sequence for equipment procurement and all phases of construction, testing, and startup to achieve schedule project completion.
  • Analyze and provide alternatives and expected outcomes to avoid potential project schedule delays and claims.
  • Prepare and maintain detailed project schedules to establish optimal contract interfaces and determine activity relationships to accurately plan project completion.
  • Prepare and analyze comparisons of scope and quantities between projects. Perform productivity analysis of construction operations and verify. Establish productivity basis to be utilized in estimates, as developed in concurrence with Construction. Review craft labor estimates for reasonableness.
  • Support development of contract and work packaging strategy, development of RFP schedules and analysis of contractor schedules.
  • Manage preparation of subject‑specific schedules on an as‑required basis.
  • Manage contract notice and reporting requirements.
  • Direct schedule analysis/study and problem‑solving activities.
