The County of San Luis Obispo Public Works Department is currently seeking Project Managers to fill 1 vacancy in the Facilities Planning Division and 1 vacancy in the Project Delivery Division.

The Facilities Planning Division is primarily responsible for overseeing the Capital Improvement Program. One specific function of the Facilities Planning Division is planning and funding various types of facility‑related capital projects for delivery. Recently, the Board of Supervisors approved a new Project Manager position to be added to the Facilities Planning Division to prepare feasibility studies and conceptual plans that define the scope of large facility‑related capital projects, including the location, size, and rough cost of new, expanded, or substantially modified facilities.

This function requires significant collaboration with other divisions in Public Works and other County Departments to clearly define and consider factors like operational needs and constructability, as well as hiring and managing external consultants.

The Project Delivery Division is responsible for delivering various types of capital projects. One specific team within the Project Delivery Division is dedicated to the delivery of mid‑to‑large facility‑related capital projects from initial programming through completion utilizing various delivery methods, including but not limited to Design‑Bid‑Build, Design‑Build, and Job Order Contracting. This function requires the preparation of requests for proposals for consultants, evaluation of proposals, oversight of the preparation of construction documents to ensure constructability and consistency with project goals and County standards, coordination with permitting agencies, the preparation of complete bid packages for contractors, oversight of contractors, and completion of close‑out project documentation.

Position

Levels Project Manager I (PM I)

The PM I position performs or assists higher tiered PMs with project manager duties for a wide variety of projects, including the planning, organization, communication and management of construction and maintenance projects, and/or hires and manages consultants to perform tasks. PM I is the entry level position in the County’s Project Manager series and may work as a trainee to the PM II and PM III.

Project Managers at this level assist in managing or will manage consultants and contractors and may provide technical input.

Project Manager II/III (PM II/III)

PM II/III applicants must demonstrate familiarity with building construction and techniques, permitting, preparation of agendas and leading meetings, as well as drafting staff and project status reports. PM II/III candidates should also be familiar with building project schedules, cost estimates, coordinating utilities, and have the ability to analyze information and make decisions.

As part of this recruitment and in conjunction with other Project Manager tasks, Public Works is looking for an experienced construction estimator familiar with using local knowledge, RS Means and other available resources to develop budget level estimates for various construction projects.

This recruitment may be used to fill future permanent, substitute, limited term, and temporary positions, both full-time and part-time throughout the County. This is a continuous recruitment and will remain open until filled.
