Civil Engineer

This position is advertised with the full salary range for a Civil Engineer. Salary will be determined based on Education and experience at the time of offer. The City of San Luis reserves the right to underfill the Civil Engineer (grade 206) as an Assistant Civil Engineer (grade 203) until the successful candidate completes all education and training requirements.

DEFINITION:
Under general direction, performs professional engineering and administrative work, manages projects, reviews and administers contracts, conducts engineering analysis, develops designs, oversees plan review, construction, and inspection of various public and private development projects to ensure compliance with City of San Luis’ codes. May serve in a supervisory capacity for professional and non-professional staff.

ESSENTIAL FUNCTIONS:

• Provides professional engineering services related to planning, designing, reviewing, and coordinating activities involving construction of municipal infrastructure such as streets, sidewalks, storm sewers, traffic control devices, water production and distribution, and wastewater facilities.
• Manages projects by setting objectives, developing schedules and budgets, and reviewing and approving design plans.
• Conducts engineering analysis, reviews and enforces codes, and oversees permits and compliance demonstrations, including field data gathering and research.
• Selects and negotiates with vendors, contractors, and consultants, manages project costs and monitors progress.
• Supervises design activities, attends public meetings, reviews plans for compliance, and resolves conflicts.
• Prepares and administers contract documents, specifications, legal descriptions, cost estimates, and monitors contractor work.
• Assists in budget preparation and monitoring, including capital improvement projects and expenditure tracking.
• Ensures compliance with permit requirements, conducts site visits and inspections, and develops design modifications as needed.
• Engages with the public, attends meetings, and addresses inquiries and complaints.

Knowledge of:

• City policies and procedures
• Federal and state regulations, including Arizona Revised Statutes
• Principles and practices of civil engineering
• Design software such as AutoCAD, Civil 3D
• Site layout, grading, utility design, erosion control, regulatory approvals

Ability to:

• Review blueprints, permits, and related documents critically
• Manage complex projects and supervise staff
• Communicate effectively and demonstrate leadership

PHYSICAL AND MENTAL DEMANDS: Employees must be able to perform duties which include sitting, walking, standing, lifting up to 40 pounds, and fieldwork in construction zones. Mental demands include reading, interpreting data, problem-solving, and communication.

Work Environment: Office and fieldwork, including travel to construction sites.

MINIMUM QUALIFICATIONS:

• Bachelor's Degree in Engineering and five (5) years of professional engineering experience; consideration for less experience if in a municipal development or infrastructure planning environment.

LICENSES AND CERTIFICATES:

• Valid Arizona driver license required.

SPECIAL REQUIREMENTS:

• Residency within 25 miles of San Luis preferred; must reside in the US.
