Job Description

A Payroll Assistant Director oversees the payroll department’s daily operations, ensuring accurate and timely payment to employees while maintaining compliance with federal, state, and local regulations. This role involves managing payroll accounting processes, including ledger entries, reconciliations, and financial reporting, as well as supporting internal and external audits. The Payroll Assistant Director responds to employee inquiries, assists with system upgrades and process improvements, and helps develop and implement payroll policies and procedures.

Strong organizational, analytical, and communication skills are essential, along with a thorough understanding of payroll systems and regulations.

Job Duties

  • Oversee the entire payroll process ensuring timely payment to employees and complying with all applicable payroll regulations at the federal, state, and local level.
  • Manage the payroll accounting processes, including ledger entries, reconciliations, and record-keeping ensuring accurate financial reporting.
  • Manage Payroll Over payments:
    Identify, reconcile, collect, deposit, and account for employee claims.
  • Responsible for the Texas Comptroller Multivendor Reimbursements & HRIS and ensure all transactions via USAS are made accurately and in compliance with state guidelines.
  • Approve payments to third-party payroll vendors.
  • Maintain accurate payroll records and employee data for reporting purposes.
  • Prepare and submit payroll reports for management and regulatory compliance.
  • Provide support for internal and external audits related to payroll.
  • Prepare and file accurate and timely payroll tax returns (federal, state, local).
  • Respond to employee inquiries and assist in payroll-related matters.
  • Assist with year-end processing and the distribution of W-2 and 1042‑S forms.
  • Collaborate with HR, Budget, IT and finance teams to streamline payroll processes and improve efficiency.
  • Analyze business processes and identify opportunities for improvement. Develop and implement strategies to enhance operational efficiency and effectiveness.
  • Assist in system upgrades and process improvements working closely with cross-functional teams.
  • Assist in the development and implementation of payroll policies and procedures.
  • Provide administrative support for various payroll projects.
  • Stay current with payroll best practices, and laws and regulations to ensure compliance.
  • Maintain the Payroll Office website.
