Overview

The Texas School Safety Center (TxSSC) is an official university-level research center at Texas State University. The TxSSC serves as the clearinghouse for the dissemination of safety and security information through research, training, and technical assistance for K-12 schools and junior colleges in Texas. The Emergency Operations Plan Program Manager is a supervisory position within the School Safety Readiness Division, responsible for overseeing the review, verification, and follow-up of multi-hazard emergency operations plans and safety and security audits to ensure compliance with state school safety legislation.

The division also supports ongoing research and development of best practices related to school emergency operation plans and collaborates with other divisions to improve safety and security in educational environments across Texas.

Responsibilities

A successful applicant will help expand the capabilities of the TxSSC and oversee a comprehensive review and verification process for emergency operations plans in accordance with the Texas Education Code. This role will ensure that the latest best practices in school safety and emergency operations planning are integrated into TxSSC systems. The position is office-based and will supervise a team of 10+ specialists under the leadership of the Associate Director of School Safety Readiness.

The program manager will collaborate with the Training and Education and Information Technology divisions to develop training and resources that assist districts in meeting school safety compliance, and will plan, design, and manage a systematic project workflow with continuous improvement strategies. The role may require working under strict timelines and, at times, performing additional duties to support the Center.

Qualifications

Required Qualifications:

  • Bachelor’s degree in emergency management or a master’s degree in education administration with a current Texas principal license.
  • At least 5 years of experience in local, state, or federal government emergency management or emergency preparedness in a Texas public education work environment.
  • At least 3 years of experience supervising staff in a government emergency management or public education emergency preparedness work environment.
  • Experience creating and facilitating trainings for adult audiences of varying emergency preparedness levels.
  • Experience meeting organizational deadlines related to complex, time-sensitive regulatory compliance.
  • Strong written, verbal, and interpersonal communication skills.
  • Completion of IS 100, IS 200, IS 235, IS 700, IS 800, IS 360, IS 362. Please note that copies of course certificates must be submitted with the application for interview consideration.

Preferred Qualifications:

  • Master’s degree in emergency management.
  • One or more credentials such as IAEM CEM, IAEM AEM, ASIS CPP, ASIS PSP, or PMI PMP.
  • Experience with development and review of emergency operation plans for independent school districts, open-enrollment charter schools, or public junior colleges.
  • Experience developing and facilitating virtual trainings.
  • Experience developing on-demand audio/visual resources.
  • Experience with MS Office Suite (Word, Excel, PowerPoint).
