The County of El Dorado, Department of Planning & Building is split into providing multiple services:
Building and Planning Services, Code Enforcement, Economic Development and Stormwater. Building services is responsible for permit processing, scheduling and conducting inspections, parcel data, and building codes and policies. Planning Services is responsible for the accuracy and upholding ordinances and regulations for land use and development, personal and commercial cannabis guidelines and regulations, update of zoning ordinances as well as has a Planning Commission that is the Board of Supervisor’s advisor on land use planning.

PLANNING

& BUILDING CODE ENFORCEMENT DIVISION

The purpose of Code Enforcement is to protect the health and safety of El Dorado County residents by enforcing minimum standards for property maintenance as well as procedures for abatement of public nuisances.

THE IDEAL CANDIDATE

The ideal candidate for this position will possess a high degree of professionalism and exhibit proactive management skills to assign work, monitor work performance, recommend personnel actions including disciplinary action, and advise staff on the daily functions, operations, and activities of the Code Enforcement program. The Code Enforcement Manager should be a forward thinking, hands‑on individual, with superior leadership, communication and customer services skills, and a desire to build positive relationships with the community, elected officials, County staff and outside organizations.

The ideal candidate will develop work plans for assigned staff; solicit input from staff to identify and resolve problems; ensure coverage of staff for all shifts and assignments; review and evaluate service delivery, methods, and procedures. Using a collaborative approach, the ideal candidate will seek feedback from staff and develop recommendations for new policies and process improvement to ensure effective delivery of services.

The incumbent will be responsible for coordinating and facilitating the Division’s budget process, financial and statistical reporting, staff training and certifications and staying current on federal, state or local regulations affecting code enforcement.

THE OPPORTUNITY

As a Code Enforcement Manager, you will perform diverse, specialized, and complex work involving significant accountability and decision‑making responsibility. The incumbent organizes and oversees day‑to‑day activities and operations of an assigned functional area, including the full spectrum of code enforcement activities. The incumbent oversees investigations and enforcement activity including cannabis licensing, permitting, and enforcement activities and serves as the principal program advisor regarding the development and implementation of policies, procedures, and systems to implement multiple code enforcement programs and activities.

The

selected candidates will have the opportunity to:
  • Plan, direct, coordinate, and participate in the development, implementation, and maintenance of the Code Enforcement Division, including licensing and licensee compliance, enforcement, and permitting services and activities; assign work activities and projects; monitor and coordinate workflow; review and evaluate work products, methods and procedures.
  • Monitor and oversee compliance with local and state offices by coordinating regulatory and policy efforts, communicating, evaluating and implementing best practices, and establishing collaborative relationships with state and federal agencies, external stakeholders and the community.
  • Act as a County spokesperson for code enforcement policy and enforcement; prepare and present verbal and written reports to the Planning Commission and Board of Supervisors.
  • Select and manage staff, provide training and development opportunities, ensure work is performed effectively in connection code enforcement duties; and evaluate performance in an objective and positive manner.
  • Recommend, administer, and implement cannabis policies and procedures for the systematic application of County Code.
