About The Job

Center Point, Inc. is seeking a Program Manager for a Substance Use Disorder Treatment Program in San Rafael, CA. The Program Manager is responsible for overseeing and coordinating one of the Agency’s residential substance use and mental health disorder programs. Center Point’s programs serve those involved in the criminal justice system, homeless populations, cultural and ethnic minorities, and those with co‑occurring disorders.

The Program Manager provides counselor supervision, programmatic and clinical oversight (depending on credentials and scope of practice), facilitates direct services, and represents the agency at stakeholder meetings and presentations. Successful candidates must possess a clinical license or a counselor certification, have experience providing supervision, and have a background in Drug Medi‑Cal and Department of Health Care Services regulations and standards.

Primary

Responsibilities
  • Supervision and Oversight of residential treatment and case management services.
  • Oversight of assessment procedures and outcomes and review of continuing stay justifications.
  • Review of ASAM‑based assessments and oversight of the development of Treatment Authorization Requests.
  • Evaluation of assessments and determination of appropriate modality of treatment.
  • Review and approval of treatment plans, treatment plan reviews, and justifications for continued treatment.
  • Oversight of client charts, including progress notes, discharge planning, and care coordination.
  • Supervision of group facilitation and compliance with evidence‑based practices.
  • Implementation, training, and supervision of evidence‑based practices.
  • Conduct training and supervision to ensure program fidelity to proscribed models of care.
  • Standardizing systems of care.
  • Enter information into Electronic Health Records.
Required Qualifications
  • A Substance Abuse Counseling Certification from a State of California Accredited Certifying Board is required unless you possess a professional license.
Desired Experience
  • Experience conducting Utilization Review of program services.
  • Proven leadership skills, including the ability to motivate, inspire and influence others.
  • Experience with data collection, statistical analysis, and narrative report writing.
  • Must be knowledgeable about the Department of Health Care Services and Drug Medi‑Cal regulations, standards, and guidelines.
  • Experience facilitating, training, and oversight of evidence‑based treatment models.
  • Experience training and supervising cognitive behavioral therapy and other substance use disorder counseling methods, motivational interviewing, stages of change theory, and behavioral interventions.
  • Experience working with Criminal Justice, homeless, and at‑risk populations.
  • Previous experience in staff supervision, quality assurance activities, providing clinical direction, and designing therapeutic interventions.
