San Rafael is a full‑service city with a City Council/City Manager form of government, more than 400 employees, and a fiscal year 2025‑2026 annual budget of approximately $192 million.
Human Resources DepartmentThe HR Department supports the City’s 12 departments and over 400 employees. The Department consists of a Director, Risk Manager, Senior Analyst, and three additional staff.
Position OverviewThe Human Resources Operations Manager oversees labor relations, benefits administration, and union negotiations. The role serves on the bargaining team, manages HR staff, contributes to budget development, and provides subject‑matter expertise to staff and department heads.
Responsibilities- Lead union relations, including meet‑and‑confers, grievance resolution, and contract negotiations for eight bargaining units.
- Support employee coaching and progressive discipline processes.
- Provide oversight for employee benefits administration and worker’s compensation programs.
- Apply City policies, memoranda of understanding, and public employment relations board rulings with a high degree of judgment and discretion.
- Serve as a subject‑matter expert for HR staff and department heads.
- Bachelor’s degree in business, public administration, industrial relations, or a closely related field (required).
- Five (5) years of public‑administration experience, including two (2) years of direct supervision (required).
- Master’s degree in Human Resources Management, Public Administration, or a related field (preferred).
- Experience in labor and employee relations or worker’s compensation (preferred).
- Medical:
City group health coverage; employee only $998.00; employee plus one $1,995.00; family $2,520.00. - Dental and vision:
Premium fully paid for employee plus eligible dependents. - Vacation leave: 15 days annually, increases after five years of service.
- Sick leave: 12 days annually.
Administrative leave: 10 days each calendar year, prorated if hired after January 1. - Holidays: 12 paid City holidays plus one floating holiday per year.
- Bereavement leave:
Up to five days paid. - End‑of‑life care leave:
Up to 80 hours paid. - Paid parental leave (if eligible):
Up to 300 hours paid. - Life insurance & AD&D: $300,000.
- Long‑term disability: 66.67 % of salary, up to $7,500 per month.
- Retirement:
Enrollment in the Marin County Retirement System (MCERA) pension plan. - Deferred compensation: 1 % of base pay contributed by City.
- Gym membership reimbursement:
Up to $198 per year. - Bilingual pay (if eligible):
Up to $250 per month.
