Salary may be negotiable within the range listed above, based on position requirements and successful candidate's qualifications, subject to appropriate authorization.

AUDITOR‑CONTROLLER

The Auditor‑Controller Department serves Orange County by ensuring accountability over public spending, transparency of taxpayer dollars, and engaging the public in government. It conducts the county’s public business with the highest ethical and due diligence standards.

THE OPPORTUNITY

The Senior Accountant/Auditor will perform accounting and auditing duties, including accounts payable, payroll, claims, financial reporting, budget, general accounting, capital assets, audit, and/or cost accounting. The position must be familiar with policies, rules, and regulations related to accounting and auditing. The Senior Accountant/Auditor may perform financial and/or operational audits of county departments, districts, outside contractors, or lessees, and will prepare audit reports with constructive recommendations based on findings.

MINIMUM

QUALIFICATIONS AND CORE COMPETENCIES

The ideal candidate will possess either one (1) year of working experience as an Accountant/Auditor II with the County of Orange or having graduated with a bachelor's degree in Accounting, Business or Public Administration, Economics, or a related field and two (2) years of professional accounting and/or auditing experience.

Applicable experience/training includes performing duties such as developing financial forecasts and statements, preparing managerial and analytical accounting reports, preparing cost studies, analyzing variances and complex statistical data, developing procedures, posting journal entries, auditing accounts and records, and determining account classifications.

Technical Knowledge | Technical Experience
  • Accounting and auditing principles and terminology knowledge as they apply to the governmental accounting cycle, accounting records, classification of accounts, cost accounting, fund accounting, budget process, appropriation, encumbrance control, inventory accounting, financial statements, and bank reconciliations.
  • Experience with financial statements, data analysis, and/or an understanding of Generally Accepted Auditing Standards (GAAS).
  • Completing complex auditing tasks.
  • Preparing and presenting complex reports in an appropriate format to various levels of staff, including management and executives.
  • A valid Certified Public Accountant (CPA), Certified Internal Auditor (CIA), and/or Certified Internal Systems Auditor (CISA) certification is highly desired but not required.

  • Assessing and analyzing complex and challenging issues associated with changes to accounting or auditing practices and communicating information and actions needed in a timely and responsive manner.
  • Independently conducting research and accurately interpreting relevant data to formulate recommendations for modifying program policies, procedures, and requirements.
  • Working in a fast‑paced environment while handling and prioritizing multiple projects and meeting deadlines with an accurate and complete work product.
  • Analyzing and supporting planning efforts for identifying future resource needs and business process improvements.
