THE POSITIONThe City of Santa Barbara Public Works Department is seeking a SeniorWastewater Collections System Operator. This position leads and performs skilled duties in the operation, installation, maintenance, and repair of complex wastewater collection systems including various appurtenances; ability to locate stoppages, leaks and conduct repairs as needed. Operates a variety of maintenance equipment including hydro-vacuum and hydro-jetter trucks, easement machine, inspection tools and other related equipment.
Participates in the inspection of wastewater collection system and assists in the training of staff in these activities. Uses and is proficient in the use of confined space equipment and procedures. Updates and maintains detailed and comprehensive records related to wastewater collection system maintenance operations. Responds to emergency calls as needed. Oversees and ensures adherence to safe work practices and procedures through training of assigned wastewater collection operators.
May work with Engineering staff, Public Works Inspectors and contractors in the implementation of new projects and operations. May be required to attend and participate in professional group meetings. Performs other related duties as assigned. Employees are required to take stand-by duties that include being on call after hours and responding to emergency problems within a 30-minute response time at any hour of the day including assigned weekly, weekends, and holiday stand-by duty.

:Operational characteristics of wastewater collection systems. Advanced repair and preventative maintenance techniques and procedures. Ability to
:Safely perform routine and skilled maneuvers with power equipment such as: hydro-vacuum and hydro-jetter trucks, Closed Circuit Television Pipeline inspection equipment, hand tools, and other mechanical equipment. Perform a variety of wastewater collection tasks including condition assessment using available pipeline inspection tools and repair and maintenance of wastewater infrastructure. Safely troubleshoot complex maintenance problems from written/oral instructions; assess difficult situations and make recommendations;
lead and perform complex and difficult tasks in a variety of wastewater collection system activities. Read and interpret operational and technical manuals, maps, blueprints, drawings and diagrams. Adhere to safe work practices with traffic control, confined spaces, and proper sanitary procedures. Work independently, provide direction and demonstrate leadership in the absence of direct supervision. Apply good judgment and practical knowledge to resolve unusual or irregular problems by diagnosing operating problems and taking effective courses of action.
Establish and maintain effective working relationships with those contacted in the course of work, including coworkers and acting as a liaison between department and the public in responding to inquiries and explaining City and departmental policies. Lead, guide and train additional wastewater collection staff. Understand, use and operate computerized software programs, such as the electronic MAPS browser and Cartegraph. Communicate clearly and concisely both orally and in writing.
Maintain pertinent records and compile documentation. Provide input on the design and construction of wastewater infrastructure.
EXPERIENCE AND TRAINING GUIDELINESAny combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Experience:Three (3) years of increasingly responsible experience in operating, maintaining, and repairing wastewater collection systems and equipment.
