Supervising Plans Examiner

The current vacancy is for Supervising Plans Examiner in the Planning Department. Eligibility list may be used to fill other Supervising Plans Examiner vacancies during the life of the list. List valid up to one year from establishment unless extended or abolished by Human Resources Director.

Basic Function

Under general direction, responsible for supervising plan review and public counter function in inspection services division. Performs complex plan review services and assists building official in planning and directing division activities. Emphasis on plan review and permit processing.

Distinguishing Characteristics

Distinguished from Senior Plans Examiner by increased level of skills and abilities, greater complexity and scope of duties, reviewing alternative approval requests, providing training and supervision to division staff. Supervision of plan review and permit coordination primary supervisory duties; secondary lead responsibility of inspection function.

Duties
  • Supervise plan review and public counter function, organize and manage staffing and workload, coordinate with plan review consultants.
  • Check plans of all types, including complex construction and development projects, using current building standards codes and other related construction codes adopted by the City of Santa Cruz.
  • Coordinate with applicants and checks plans for compliance with City of Santa Cruz Green Building Program; proactive in training, public outreach and continued development of the Green Building Program.
  • Assist applicants whose plans do not conform to requirements, participating in solution process of changes and modifications to bring plans into code compliance.
  • Resolve project challenges and customer concerns.
  • Review plan review policies and standard operating procedures, make recommendations for improvements in efficiency and final work product.
  • Provide assistance to inspectors, maintain consistent application of code provisions and advise on work assignments and challenges.
  • Update and maintain technical manuals, records and forms.
  • Provide technical and functional administrative support to other city departments for building and energy projects.
  • Provide technical information to the public on code and design requirements and on difficult or unusual code requirements for major structures; answer inquiries from the public relating to regulations for building and housing construction, remodeling and repair.
  • Review planning project plan reviews for initial compliance with building standards codes and local building ordinances; prepare clear and concise reports, coordinate with other city departments, design professionals and applicants.
  • Monitor and coordinate plan review services activities from permit application to issuance.
  • Maintain records, prepare a variety of reports, and make estimates of a specialized nature in connection with various building projects.
  • Perform field inspections, as needed, for all types of construction including complex commercial, industrial and essential facility projects.
  • Assist in court actions involving building, housing, plumbing, electrical and related violations.
  • Input, access and analyze data in the computer; proactive in use and development of the city permit tracking system.
