Position InformationThis recruitment is promotional only. You must presently be a full or part-time regular or probationary County of Sonoma employee, or a member of the Community Development Commission, Sonoma County Fairgrounds, or Sonoma County Water Agency in order to apply for this position. The Permit Sonoma Department requests a promotional certification to fill a Code Enforcement Manager position. Only qualified permanent and/or probationary Permit Sonoma Department employees who are on the eligible list may be referred to the department for the advertised position.
The employment list may also be used to fill future full‑time or part‑time positions during the active status of the list.
The position’s normal hours are Monday through Friday from 8 a.m. to 5 p.m. PST in an office environment. Depending on operational needs, the Code Enforcement Manager must be willing to work during emergencies, evenings, weekends, holidays, inclement weather, and other critical events, including travel to rugged, remote, and off‑road locations using county vehicles.
Responsibilities- Review cases and offer direction to staff on compliance measures and next steps.
- Conduct field inspections, warrants, and abatement actions at a variety of sites.
- Perform emergency assessments of site, structure, and infrastructure conditions to identify and document safety concerns.
- Coordinate case referrals to the County of Sonoma’s County Counsel.
- Prepare documentation and staff reports for administrative hearings.
- Coordinate and supervise the daily workload of code inspectors and clerical staff.
- Train new and current staff and provide employee performance evaluations.
- Extensive code enforcement experience requiring coordination with legal counsel.
- Solid research and analytical skills with expertise in reviewing, interpreting, applying, and implementing codes and regulations.
- Excellent technical and writing skills with the ability to prepare and present reports of evaluation findings.
- The ability to communicate effectively with employees and the public in a positive, professional manner.
- The proven ability to work with a high degree of tact and discretion in dealing with legal counsel, executives, all levels of staff, other agencies, and the public.
- The ability to work in a fast‑paced environment, prioritize numerous tasks and demands, and make decisions independently.
- Certification as a Code Enforcement Officer through the California Association of Code Enforcement Officers (CACEO).
- Completion of a PC832 class on the laws of arrest.
- License:
Possession of a valid driver’s license at the appropriate level including special endorsements, as required by the State of California. - Experience:
At least four years of increasingly responsible experience, including project leadership, administration, management or supervisory roles, with a focus on code enforcement activities. - Education:
Any combination of education and/or training that provides knowledge and abilities in code enforcement practices, investigative practices, building inspection, public health, planning, environmental studies, business administration, or related fields. - Probationary Period:
One year for all administrative management employees.
Thorough knowledge of public personnel administration, county government, and related governmental agencies; effective supervisory and training practices; laws, codes, rules, and regulations related to building, planning, and public health code enforcement; research methodology and application. Considerable knowledge of modern budgeting, program and systems management;
English syntax and grammar; modern organizational dynamics and management theory; supervisory skills including interviewing, counseling, and instructing; communication and public relations techniques.
