Position Information

This recruitment is promotional only. You must presently be a full- or part-time regular or probationary County of Sonoma, Community Development Commission, Sonoma County Fairgrounds, or Sonoma County Water Agency employee in order to apply for this position. The department promotional certification is to fill a Child Support Specialist III position. Only qualified permanent and/or probationary Child Support Services employees on the eligible list may be eligible for referral.

This employment list may be used to fill future full-time or part-time positions during the active status of the list. The Civil Service title is Child Support Officer III.

  • Responsibilities
  • As a lead Child Support Specialist III (CSS III) you will train and mentor Child Support Specialist I and II staff.
  • Participate in policy and procedural changes, implement process improvements, and participate in performance improvement.
  • Process legal documents and payments; prepare court orders, child support forms, letters, and other correspondence.
  • Prepare files for attorneys and attend court with attorneys; provide excellent customer service to case participants and stakeholders by resolving issues and complaints.
  • Interview case participants and negotiate with private counsel and parents; create written procedures and implement process improvements.

  • Excellent organizational skills and strong attention to detail.
  • Negotiation and interviewing skills; proficiency in Microsoft Office and Adobe.
  • Effective written and verbal communication; ability to gather and analyze data and create reports.
  • Ability to remain calm and assist individuals who may be uncooperative, confused, or frustrated.

Supplemental Questionnaire completion is required.

Minimum Qualifications

Experience: Normally, one year of full-time experience as a Child Support Officer II with Sonoma County or an equivalent position in another county.

Education: Coursework related to investigation, interviewing, paralegal or legal assistant, and social/behavioral sciences.

License: Valid driver's license at the appropriate level with endorsements as required by the State of California.

The position requires possession of a valid California Driver’s License.

Special

Qualifications:

Ability to speak, read and write Spanish fluently may be required for certain assignments.

Knowledge, Skills, and Abilities

Knowledge: Government codes and policies related to child support collection, handling delinquent accounts, legal terminology and forms, locating non-custodial parents, interviewing principles, financial record keeping, modern office practices, and information systems used in child support.

Working knowledge: Interstate and international child support programs, tax intercepts, license suspensions, and related programs; community resources for participants.

Abilities: Apply laws to secure payments; interview to obtain information; explain rights and options; work with diverse clients; use computer systems; locate assets and orders; prepare legal documents; train and mentor staff; handle stressful situations; perform arithmetic; interpret electronic data; and report suspected abuse or fraud.

Some assignments require knowledge of federal child support laws (e.g., UIFSA, URESA, FFCCSOA, PRWORA) for interstate/international cases.

Selection Procedure

The Selection Process includes an Application and Supplemental Questionnaire Appraisal Examination (weight 100%). PIIB a screening practice may redact personal information to ensure fairness. Applicants are evaluated on relevance of work history, education, training, experience, knowledge, and abilities as related to the position.

  • Applicants may be scored on supplemental question responses; resumes and cover letters are not typically evaluated.
