Position: Employment and Training Program Coordinator - Promotional

This recruitment is promotional only. You must presently be a full or part-time regular or probationary County of Sonoma, Community Development Commission, Sonoma County Fairgrounds, or Sonoma County Water Agency employee in order to apply for this position.

Consideration:
This Human Services Department (HSD) has requested a department promotional certification to fill an Employment and Training Program Coordinator position. Only qualified permanent and/or probationary Human Services Department employees on the eligible list may be eligible for referral to the department for the advertised position. This employment list may also be used to fill future full‑time positions as they occur during the active status of the list.

Employment and Training Program Coordinators (ETPCs) provide technical assistance, staff training, and program facilitation to Employment and Training Counselors who work directly with job seekers and Sonoma

WORKS participants. Although provision of direct services is not the primary function of this position, Program Coordinators may provide direct counseling services to clients and / or carry a reduced and specialized caseload. ETPCs may also assist various Employment and Training Division programs in the development, modification, implementation, training, and evaluation of project or component policies, procedures, operations, and strategies. Additional responsibilities may include:

  • Coordinating partnerships for Sonoma County’s American Job Center of California
  • Working with training providers to ensure their questions are answered and updating, coordinating, and maintaining the Sonoma County Eligible Training Provider List (ETPL)
  • Leading, training, coordinating, reviewing, and providing case management services within the Job Link and Sonoma

    WORKS teams
  • Collaborating with E&T Business Services to oversee and coordinate the Workforce Innovation and Opportunity Act’s (WIOA) and Sonoma

    WORKS Employment Services On-the-Job Training (OJT) and subsidized training programs
  • Managing, monitoring, and administering training contracts and MOUs related to applicable programs
  • Providing technical assistance, staff training, and program facilitation with Community-Based Organizations (CBOs) and program partners
  • Identifying grant opportunities, and designing, implementing, and reporting on programming related to the grants
  • Providing on-the-job training, job development and placement, and career services
  • Working with a variety of individual businesses, CBOs, and other public agencies for Temporary Work Experience (TWEX)
  • Building and maintaining effective relationships with diverse partners across a high number of different agencies and positions
  • Collaborating with E&T Business Services to market HSD services to the business community and developing relationships with employers

The ideal candidate for this position will be able to review and translate highly complex and technical language for a variety of audiences to understand, be an excellent record keeper, and will possess many of the following:

  • Experience working with business owners and hiring managers on workforce training issues
  • Excellent customer service skills, including experience interacting with a diverse customer group
  • Experience navigating government funded employment and training programs
  • Strong collaboration experience, with the ability to bring together partners and employers
  • Experience with data evaluation and report development
  • Strong marketing experience, including developing outreach materials and creating and delivering presentations
  • Experience managing and monitoring contracts and MOUs
  • Excellent verbal and written communication and time‑management skills

    The ability to shift gears quickly in a fast‑paced environment
  • Strong computer skills, including Microsoft Word, Outlook, and Excel
  • Bilingual (English/Spanish) skills are desired but not required
