Job SummaryThis position is responsible for providing skilled geological expertise in the planning, design and construction of complex municipal engineering projects.
Duties & Responsibilities- Provides technical expertise and oversight for the City of Saskatoon’s geotechnical and hydrogeological initiatives including, but not limited to riverbank slope stability, land development, and other major projects.
- Assembles, catalogues and maintains all geotechnical and hydrogeological studies, interprets the information to communicate with internal and external customers.
- Prepares future material and construction specifications, terms of reference, cost estimates, schedules, contract documents, tenders, bid evaluations, progress and variance reports, project payments and summaries for a variety of municipal engineering projects primarily involving geotechnical and hydrogeological investigations and riverbank slope stability programs.
- Administers all aspects of construction contracts on behalf of the City and ensures compliance with contractual requirements, local, provincial and federal ordinances and occupational health and safety regulations.
- Ensures that projects are completed within projected schedules and budgets and provides completion and final construction certificates on behalf of the City.
- Trains, supervises and directs the activities of professional and technical staff engaged in design and project administration. Monitors, evaluates and reports on performance of support staff.
- Designs and seals engineering drawings and provides construction engineering services, including inspection, as necessary.
- Uses various geotechnical and predictive modeling software for the purpose of quantifying slope stability risk and design of mitigation works.
- Provides recommendations in the development of standards and specifications for municipal infrastructure materials and construction. Assists in the planning and implementation of short and long-term goals with respect to capital development. Assists in process and operating problem studies and environmental investigations including preparing reports and making recommendations, as assigned.
- Acts in the capacity of Manager, Engineering and Planning as required.
- Reviews designs submitted by developers to ensure compliance with established standards.
- Recruits engineering consulting services when required. Prepares detailed project definitions, identifies terms of references and reviews proposals for consultant selections. Makes recommendations and administers engineering consultant agreements.
- Negotiates and secures approvals from Provincial and Federal regulatory agencies to meet project requirements.
- Develops and maintains liaison with other agencies, the general public, contractors and other civic departments and in the course of planning and administering construction projects.
- Investigates proactive approaches to mitigate riverbank instability for enhanced safety of public and infrastructure.
- Supports and promotes the health and safety of employees and the general public in accordance with the Saskatchewan Employment Act, Saskatchewan Health Regulations and Standards, Occupational Health & Safety Regulations and the City of Saskatoon’s administrative Occupational Health & Safety policies and departmental procedures. Maintains and monitors programs which affect public health and safety.

- Master’s Degree in civil, geological or equivalent engineering with a focus on geology and hydrogeology and seven to nine years of progressively responsible related engineering experience
- OR A degree in civil, geological or equivalent engineering with a focus on geology and hydrogeology and ten years progressively responsible related engineering experience
- Registered, or eligible registration, as a professional engineer in the Association of Professional Engineers and Geoscientists of Saskatchewan
