ACCOUNTABLE TO:  Director of Housing & Homelessness

Position Summary
The Distinction-Based Housing & Grants Officer provides leadership in research, planning, and funding coordination to advance housing and capital projects across Saskatchewan. Reporting to the Director of Housing & Homelessness, this role strengthens housing & homelessness project development by producing high-quality housing research, supporting feasibility assessments, preparing funding applications, and managing the flow of information required for successful project planning and implementation.

The role also oversees the coordination, compilation, and organization of data and materials required for departmental reporting needs, including monthly updates, PMC reporting and presentations, MNLA preparations, travel briefs, and inputs for annual workplans and budgets. This centralized coordination ensures consistent, up-to-date information that supports distinction-based planning and strategic decision-making. While housing remains the primary focus, the position may also provide distinction-based planning and funding support to other portfolios overseen by the Deputy Chief of Infrastructure, such as Environment, Infrastructure, and Health & Mental Health/Addictions.

Key Responsibilities
Housing Project Research & Distinction-Based Planning Support

Conduct housing research, including community needs assessments, demand forecasts, and demographic/environmental scans.

Provide distinction-based planning inputs that inform housing strategies and long-term priorities.

Contribute data and insights that strengthen housing development and policy alignment.

Reporting, Analysis & Documentation

Develop reports such as Housing Needs Assessments, population/demographic scans, environmental scans, and demand forecasts.

Prepare project-related summaries, presentations, briefing notes and documentation for internal and external stakeholders.

Coordinate and maintain up-to-date information for monthly reporting, PMC updates, MNLA preparation, meeting materials, annual budgets, and workplans.

Analyze project risks, resource requirements, and alignment with MN–S housing strategy.

Maintain organized records of research, planning documents, and tracking systems for housing initiatives

Grant Strategy, Funding Coordination & Proposal Development

Identify funding opportunities to support housing and capital projects, including federal, provincial, and municipal programs.

Lead, coordinate and write grant proposals, working closely with the Project Development Manager and Director of Housing & Homelessness.

Prepare supporting documentation such as community needs data, project rationales, and cost summaries.

Track all housing-related grant proposals and ensure reporting and compliance requirements are met for approved projects.

Maintain professional relationships with funders and stakeholders to support long‑term housing investment.

Leverage AI tools and other software to enhance research, streamline proposal development, and improve funding searches.

Provide research, planning, and funding coordination for other portfolios under the Deputy Chief of Infrastructure (Infrastructure, Environment, Health & Mental Health/Addictions, Intergovernmental).

Participate in interdepartmental working groups and planning sessions as required.

Strategic Writing & Knowledge Translation

Produce clear written materials including project updates, reports, presentations, and supporting documents.

Ensure high‑quality written materials that support decision‑making in project planning phases.

Additional Duties

Support the development of annual and multi‑year capital plans within the Housing & Homelessness Ministry using distinction‑based approaches.

Maintain systems for tracking project development activities, grants, timelines, and deliverables.

Perform other duties as assigned by the Director of Housing & Homelessness
