We are excited to recruit an experienced and dynamic Operational Manager to lead the Intensive Support Team (IST) within Health & Adult Services.

The IST has been developed to provide specialist, responsive support to individuals with a high level of need, who are experiencing multiple disadvantages and co‑occurring wellbeing needs. The cohort is identified through presenting need rather than diagnosis, ensuring a flexible and person‑centred approach to support.

About the Intensive Support Team (IST)

The Intensive Support Team is a countywide innovative service within North Yorkshire Council’s Health & Adult Services, created to provide targeted, specialist support to adults with the most complex and high‑level needs.

The IST operates using a combination of:
  • Assertive outreach model, engaging individuals who may struggle to access or sustain support
  • Trauma‑Informed Practice, recognising the impact of past experiences on current needs
  • The MEAM (Making Every Adult Matter) approach, supporting coordinated, multi‑agency responses for people facing overlapping challenges
The IST provides both:
  • Short‑term intensive interventions to stabilise situations and support individuals to return to other Adult Social Care teams
  • Longer‑term support for those with ongoing multiple disadvantages, including homelessness, substance use, mental ill‑health, domestic abuse, offending

  • Enhanced multi‑agency safety planning
  • Navigating complex health and social care systems
About you

We are looking for a resilient and inspiring leader with a strong commitment to improving outcomes for individuals experiencing multiple disadvantages.

Key responsibilities
  • Manage a team of professionally and vocally qualified staff within the IST
  • Lead the delivery of care and support services for adults, in line with the Care Act, Mental Health Act, Mental Capacity Act, Health and Social Care Act and other relevant legislation
  • Develop and implement operational service plans to meet transformation, savings and strategic priorities aligned with the Council Plan and HAS 2030
  • Work with the Senior Group Manager and other directors to ensure effective services and consistent practice across service areas
  • Co‑ordinate activities and priorities in a complex and continuously changing environment
  • Ensure statutory compliance, including safeguarding and risk management, and maintain high standards of service quality and safety
  • Lead and manage a local or county‑wide staff team, including recruitment, performance management and professional development
  • Oversee an Adult Social Care budget of up to £10 million
  • Maintain accurate administrative records, reports and financial information
  • Provide Enhanced DBS clearance and communicate effectively in spoken and written English
Key attributes and professional skills
  • Exceptional leadership, supervisory and staff development skills
  • Strong written and oral communication skills, able to produce clear documents for a variety of audiences
  • Financial and budget management experience, with a track record of cost control and value for money
  • Risk assessment, problem‑solving and decision‑making capabilities
  • Resilience, adaptability and the ability to work effectively in a fast‑paced service
  • Good IT competence (email, intranet, Microsoft Office, data entry)
  • Experience of audit and quality assurance processes
  • Experience of chairing safeguarding meetings and carrying out statutory safeguarding investigations
Experience
  • Extensive knowledge of Care Act compliant practice, assessment, support planning and review (including Mental Capacity Act)
  • Knowledge of statutory requirements: carers, equality and anti‑discrimination, data protection, confidentiality, safe working environment
  • Deep understanding of community adult services, person‑centred planning and associated legislation
  • Experience working with adults with multiple disadvantages and co‑occurring needs
