Description

Hiring a Senior Analyst assigned to the Police Department, the Senior Analyst serves as the primary administrative and analytical support to the Chief of Police and acts as a key liaison between the Police Department and the Administrative Services Department. This position is designed to bridge the operational needs of a sworn officer environment with Citywide administrative, financial, and policy frameworks.

The Senior Analyst supports and coordinates critical administrative functions, including managing and supporting the recruitment and hiring process, coordinating background investigations, and assisting with onboarding activities in compliance with City policies, labor agreements, and applicable laws. The position is responsible for ongoing payroll and timecard review, ensuring adherence to City policies, memoranda of understanding, and internal controls, and serving as a resource to sworn and non-sworn staff on administrative procedures.

The Senior Analyst assists with departmental budget development, ongoing financial monitoring, and financial reporting, and supports the administration of departmental purchasing activities. This includes assisting with purchase requisitions, contract and vendor coordination, monitoring expenditures against approved budgets, and helping ensure compliance with City purchasing policies, procurement thresholds, and internal controls.

The Senior Analyst manages all grants received by the Police Department, which may include grants related to payroll, services, training, or equipment, and is responsible for coordinating grant administration and monitoring compliance with grant requirements.

The Senior Analyst oversees the coordination of the Police Department’s training and travel programs to ensure compliance with City policies, labor agreements, funding requirements, and grant conditions when applicable.

The Senior Analyst reports directly to the Chief of Police and works collaboratively with Administrative Services staff to support efficient operations for organizational effectiveness within the Police Department.

Definition

Under direction, to provide technical assistance with complex fiscal, budgetary, contract administration and policy issues and problems; to perform analysis of proposed legislation; to assist in the preparation and negotiation of contracts; to perform a variety of delegated assignments and related work as required.

Examples of Duties Essential:
  • Prepares staff studies and recommendations as directed; provides general technical assistance to management as assigned
  • Prepares and presents reports, resolutions and ordinances before the City Council
  • Assists with preparation and presentation of budgets; performs budget revenue and expenditure and analysis review and makes recommendations on same
  • Prepares and negotiates requests for proposals, contracts and agreements
  • Reviews contract performance versus specifications and ensures compliance; approves invoices for payment
  • Serves as an internal management investigator, researching and analyzing facts and preparing recommendations for assigned projects
  • Reviews and analyzes government operations and recommends changes
  • Prepares comprehensive written reports; answers questions from the public
  • May supervise and direct or assist in supervising and directing various divisions within a department
  • May supervise and direct the work of support staff
