Position Summary

All positions of PPHD will work to support the PPHD mission of "Working together to improve the health, safety, and quality of life for all who live, learn, work and play in the Panhandle." This position will support the implementation of PPHD strategic plan objectives through collaboration with partners and the community, a commitment to Community Health Improvement, dedication to implementing evidence-based practices, and implementation of the standards and measures of PHAB accreditation.

The Preparedness and Performance Systems Coordinator serves as PPHD's lead for Panhandle Regional Medical Response System coordination, accreditation, performance management, and quality improvement activities. The position coordinates agency-wide efforts to maintain readiness for public health emergencies while supporting organizational excellence through accreditation, performance measurement, and continuous quality improvement.

Essential Duties

The Preparedness and Performance Systems Coordinator will perform the following essential functions within the framework of Panhandle Public Health District’s provision of the core functions and essential services of public health:

  • Serve on and support the Preparedness Team.
  • Coordinate the Public Health Emergency Response Plan and Health Care Coalition Plan working with hospitals, emergency medical services, emergency management, long-term care, healthcare providers, public health partners, and other response organizations to strengthen regional preparedness and healthcare system readiness.
  • Coordinate preparedness exercises, drills, evaluations, after-action reports, improvement plans, and follow-up on corrective actions.
  • Support emergency response activation and fulfill assigned Incident Command System responsibilities, including participation in trainings, drills, exercises, and responses that may occur outside normal work hours.
  • Attend local, regional, state, and other emergency preparedness and healthcare coalition meetings.
  • Support Public Health Accreditation Board (PHAB) and Healthy Families America (HFA) accreditation and reaccreditation efforts by developing knowledge of PHAB standards, processes, and requirements while assisting with related activities.
  • Monitor PHAB and HFA standards, measures, guidance, timelines, and reporting requirements, and share relevant updates with leadership and staff as appropriate.
  • Assist with accreditation team activities, schedules, documentation review, submissions, annual reporting, and site visit preparation, while learning accreditation processes, helping identify documentation gaps, and supporting cross-department efforts to maintain readiness between accreditation cycles.
  • Lead implementation, maintenance, and evaluation of PPHD’s agency-wide performance management and quality improvement systems, plans, policies, and procedures.
  • Coordinate performance management and quality improvement committees and project teams, including developing agendas, facilitating meetings, documenting decisions, and monitoring follow-through.
  • Work with programs and leadership to establish meaningful performance measures aligned with agency priorities, work plans, grants, and the strategic plan.
  • Maintain performance dashboards; collect, validate, analyze, and summarize performance data; identify trends; and prepare reports for staff, leadership, and the Board of Health.
  • Coordinate agency quality improvement projects, monitor progress and results, and support the spread and sustainment of effective improvements.
  • Manage grant requirements, work plan activities, documentation, deliverables, performance measures, and reports; coordinate with fiscal staff to support timely and accurate reporting.
