Position: Licensing Investigator I

Definition

Under general supervision from the Licensing Manager and/or Investigator Supervisor, assists with front desk duties and familiarizing applicants with the gaming license application process. Conducts background investigations on new applicants, employees and vendors for new and renewal gaming licenses. Assists in the development and administration of the licensing process and ensures compliance with Federal, State, and SRPMIC regulatory standards.
This job class is treated as FLSA non‑exempt.

Distinguishing Features

The Licensing Investigator I differs from the Licensing Investigator II, by providing public relations/customer service techniques to respond to inquiries from various gaming sources. This position is eligible for progression requiring familiarity with the program and leveraging professional working relationships.

Essential Functions

  • Adheres to multi‑tier licensure system in compliance with SRPMIC policies and procedures, SRPMIC gaming ordinance, the Gaming Compact, Indian Gaming Regulatory Act, National Indian Gaming Commission regulations, and other applicable laws and regulations.
  • Provides good customer service, greets incoming arrivals and assists in familiarizing applicants with the gaming license application process. Assists with front desk duties including but not limited to answering phones, returning calls, and answering questions regarding the licensing application procedures. Interprets or assists bilingual applicants with arranging for an interpreter to assist in completing the gaming application, as required. Interacts and assists the public in resolving problems and concerns related to the gaming licensing process or procedures.
  • Processes and assists applicants with submitting new gaming license applications. Finger prints applicants, employees, and dispatch prints to appropriate state and federal agencies for records search. Provides notary public assistance and maintains notary log on all applicants applying for new or renewal licenses. Reviews and ensures that applications are properly completed and adheres to applicable tribal, state, and federal gaming rules and regulations.

    Coordinates and conducts follow up interviews with applicants to verify information, obtain documents, or other missing information as needed.
  • Conducts background investigations through the appropriate local, state, federal, or community law enforcement agencies, judicial systems and regulatory agencies on all gaming employees and vendors applying for a gaming license to ensure the applicant’s general suitability, character, integrity and ability to participate or engage in or be associated with the Gaming Operation in the manner or position sought by the applicant is suitable for licensure.

    Reviews and verifies the work history of applicants and conducts reference checks, credit checks, reviews business and employment positions held, ownership interests in those businesses, business and residence addresses, and driver license information also conducts research online with various government and private agencies.
  • Assists in preparing letters of denial, suspension, and revocation to applicants and licensee. May attend and represent the Licensing Division at appeal hearings conducted by the Gaming Regulatory Board in response to applicants appealing licensing action taken by the Community Regulatory Agency.
  • Assists in conducting moderate to complex investigations that are of a sensitive nature in regards to the business enterprise of the Community (Casinos) and its vendors and individuals and officials who are engaged in illegal activities resulting in economic and/or financial loss which fall under the investigative authority of CRA; and within violations of all Federal, State, and SRPMIC gaming and alcohol laws, rules, internal controls, and policies and procedures, and conducts background investigations…
