Definition

Under general supervision, serves as the primary point of contact for specific business units. Performs multiple professional human resources work in the areas of classification and compensation, recruitment, selection, employee relations, and special projects as directed by immediate supervisor. This position will partner with business leadership to successfully identify, inform, and execute HR strategies in support of organization mission and vision.

This job class is treated as FLSA exempt job class.

Essential Functions

  • Reviews and provides recommendations on the development and updating of classification and compensation policies, procedures, practices and guidelines for manager’s review and approval Maintains classification system by implementing processes to ensure compliance with applicable laws and regulations. Researches and assists in resolving employee and executive management staff classification/compensation issues.
  • Conducts job audits, prepares or revises job specifications, and conducts compensation surveys and internal equity analyses. Reviews and ensures established compensation guidelines and procedures are accurately applied to all job classifications. Analyzes workforce data to identify trends, inform decisions and shape recommendations to achieve business objectives.
  • Assists in developing valid assessments and other testing materials for use by the interview panels in making informed hiring decisions. Assists subject matter expert with testing materials, interview questions, and writing exercises to meet the specific hiring requirement of the department. Advises the management team on the usefulness and limitations of standardized tests and assessment instruments.
  • Reviews job offers for new hires or promotions to ensure pay inequity issues are addressed and resolved before approving salary recommendations. Researches and assists team with resolving issues as needed.
  • May lead and/or assist with resolving employee relationship issues providing a strong influence/ support towards a balanced leadership approach. Conducts personnel action investigations as requested. Comprehend, interpret, and apply the appropriate section(s) of applicable laws, guidelines, regulations, contract provisions and policies.
  • Maintain in-depth knowledge of legal requirements, related to day-to-day management of employees, reducing legal risks, and ensuring regulatory compliance. Provides input in the development of policies and procedures for the division. Provides recommendations to improve division efficiency and operation. Provides recommendations for new goals and objectives for the division’s Annual Plan.
  • Works with the hiring department to determine recruitment strategy, including opening and closing dates, advertising resources, and the selection process. Reviews submitted applications to evaluate for training, education, and experience required in accordance with the Indian Preference Act as stated in the Community’s ordinances. Partner with leadership to develop, monitor and report on workforce and succession plans.
  • Attends professional meetings to review and analyze current information regarding personnel policies, practices, and laws, with an emphasis upon recruitment, testing, and training.
  • Maintain awareness of culture, financial and resource plans, and emerging trends of the business unit and organization. Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality customer service to the Community and its government.
  • Performs other job related duties as assigned by the Health and Human Services Director and or Management.
