Senior Contracts Specialist (Senior Project Funding & Agreements Coordinator)

SDOT’s Contracts team is looking for an experienced and detail‑oriented Senior Contracts Specialist who will support SDOT’s consultant contracting needs as we continue to execute on the $1.55 B Move Levy passed by voters in November 2024. Reporting to the Contracts Manager within the Contracts & Procurement group, but acting independently, this position will work across the entire department of transportation, as well as collaborate with staff from other departments within the City to perform a variety of consultant contracting related tasks.

SDOT’s consultant contracting needs currently exceed $82 M in active contracts for projects related to Move Levy, Vision Zero, Central Waterfront, Bus Rapid Transit, bridge projects, and full solicitations needed for complex federally funded contracts to ensure requirement compliance, as well as 553 current SDOT consultant contract documents of which 400 had contract action by contracts staff last year alone. As a point of clarification, this position works in consultant professional services; it is not involved with grants contracts, purchasing procurements, or public works construction contracts.

  • Develops, drafts, and executes consultant contracts, amendments, and work authorizations.
  • Develops, drafts, and managescompetitiverequests for qualifications (RFQs).
  • Oversea sand facilitates the full life cycle ofthe consultant selection process from solicitation to contract execution.
  • Plays a strong customer service and subject matter expertise role in supporting project managers who are initiating contracts and guiding them through the contract process.
  • Uses a citywide contract management system called Masterworks, People Soft 9.2 (the City’s financial system), Laserfiche, and SDOT’s Consultant Contract Database (CCDB) to input and track contracts.
  • Advises and trains staff and consultants on City, State, and Federal contracting policies, requirements, and best practices with a focus on ethical practice. Researches laws, regulations, and best practices and responds to questions.
  • Has independent assignments and also works collaboratively within the Contracts Team to advance work.
  • Supports City and department goals in promoting diversity and social justice by supporting the City’s Women- and Minority-Owned Business Enterprise (WMBE) initiatives, Federal Disadvantaged Business Enterprise program (DBE) and Small Business Enterprise (SBE) program.
  • Participates in ongoing improvements to policies and procedures, forms and templates, and training materials.
Minimum Qualifications:

Education:
  • Bachelor’s degree in business or public administration, finance, economics, or another related field.
Experience:
  • Three (3) years of professional experience running government consultant contract solicitations, writing consultant contract documents, project management, grant administration, inter‑agency agreements, contract administration or related work.

OR:
An equivalent combination of education and experience that demonstrates the ability to perform the position duties.
