This opportunity entails managing the effective and profitable delivery of end‑to‑end PMC services for a key client, a complex program, or combinations of programs valued at $1B or more. We are seeking a highly experienced CBTC Program Manager to lead the successful delivery of a major Communications‑Based Train Control (CBTC) program. This brownfield implementation requires deep expertise in integrating advanced technology into an existing, operational transit system.

You will oversee the full lifecycle of the CBTC program from strategy and specification development through contractor selection, design, testing, commissioning, and revenue service cutover. You will be the central point of contact for the client, building strong relationships across operations, maintenance, engineering, and executive leadership. This position requires relocation to the Pacific Northwest.

What You’ll Do
  • Act as the client’s agent in delivering complex PMC services, including strategic planning, alternative delivery, innovative financing, procurement/contract management, risk management, project controls, quality management, construction management, project closeout, and operations/maintenance.
  • Routinely resolve difficult issues of significant financial impact, assessing and managing risk on behalf of the client.
  • Identify opportunities to advance HNTB’s presence and revenue opportunity in the PMC space, leveraging the firm’s national reputation to pursue and land new business.
  • Serve as a nationally well‑known expert, representing HNTB with state and national industry organizations.
  • Interact with executive‑level government or public officials and/or executive‑level clients on advanced program matters often requiring coordination between organizations.
  • Define staffing needs for service delivery and provide direction and oversight to Project Managers, other staff, client staff, and subcontractors.
  • Display awareness and understanding of the political environment and sensitivities in which a program is being delivered.
  • Lead the HNTB team in understanding client perspectives and vision of success while keeping staff connected to firm culture.
  • Develop a deep understanding of the full range of HNTB services and firm‑wide resources.
  • Lead the development of client service action plans and client project reviews.
  • Perform other duties as assigned.
What You’ll Need
  • Bachelor’s degree in Architecture, Civil Engineering, Construction Management, or related discipline.
  • 15 years of relevant experience.
What We Prefer
  • Master’s degree in Electrical Engineering, Communications Engineering, Civil Engineering, Construction Management, or related discipline.
  • 10 years of a combination of proven program management and/or senior PMC roles, managing or leading a team in successful delivery of PMC projects, and alternative project delivery experience.
  • Professional Engineer (PE) license.

Approximate pay ranges:
New York $233,014 – $465,271;
California Bay Area $291,268 – $465,271;
Greater Seattle $267,966 – $428,050;
Colorado $256,315 – $409,439;
Washington DC $267,966 – $428,050.
