SummaryThis position performs project planning, produces designs, manages designs, manages construction, and provides construction administration for Minor Construction Projects – Non-Recurring Maintenance (NRM) Projects – Station Level Projects – and Leases at an assigned medical center and associated Community Based Outpatient Clinic. Responsibilities include architectural, electrical, life safety, mechanical, civil, structural, and other engineering aspects.
Qualifications- United States Citizenship:
Non‑citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. - Education:
Bachelor’s degree or higher in Engineering or Architecture. The curriculum must be from a school with at least one accredited program by the Accreditation Board for Engineering and Technology (ABET) or the National Council of Architectural Registration Boards (NCARB). - Acceptable engineering and architectural degrees include—Electrical Engineering, Mechanical Engineering, Biomedical Engineering, Civil Engineering, Architecture, and Architectural Engineering.
- OR Evidence of passing the Fundamentals of Engineering Examination with a bachelor’s degree.
- Evidence can be an Engineering in Training certificate issued from a U.S. state, D.C., Guam, or Puerto Rico, or test results from the National Council of Examiners for Engineering and Surveying (NCEES) indicating a passing score.
- OR Evidence of current professional registration or licensure as a Professional Engineer or Architect from any U.S. state, D.C., Guam, or Puerto Rico.
- Foreign education must be evaluated by a private organization specialized in foreign credential equivalency and must be deemed at least equivalent to a U.S. bachelor’s degree.
- English Language Proficiency: candidates must be proficient in spoken and written English in accordance with 38 U.S.C. 7403(f).
- Grade Determinations:
Placement at GS‑07 requires no experience beyond the basic requirements and an entry‑level assignment under close supervision. - GS‑09 requires either one year of comparable experience, a Master’s degree (Engineering, Architecture, or related), or two full years of graduate education following a bachelor’s degree that demonstrates core competencies for the grade.
- GS‑11 requires either one year of comparable experience, a Ph.D. or equivalent doctoral degree, a Master’s degree with one additional year of graduate education, or three additional years of graduate education after a bachelor’s degree demonstrating the required knowledge, skills, and abilities.
- Applicants must demonstrate knowledge of engineering principles relevant to the healthcare environment, ability to interpret codes, standards and guidelines, and ability to communicate effectively with internal and external stakeholders.
- Provide engineering support for assigned projects, including maintaining construction specifications and drawings.
- Maintain a technical reference library of applicable codes, standards, and regulations (OSHA, NFPA, ANSI).
- Serve as a healthcare engineering advisor, consultant, designer, contract administrator, project manager, construction coordinator, and instructor during design and construction.
- Act as Contracting Officer Representative (COR) on professional design and construction projects, training staff on technical issues.
- Plan, design, and oversee major healthcare system projects, ensuring compliance with VA policies, design guides, standards, and contractual requirements.
- Manage healthcare engineering project construction and post‑project activities to maintain continuity of building and utility services.
- Assist in developing and implementing the Environment of Care program, addressing Joint Commission, FDA, CAP, NFPA, and VA requirements, especially for construction safety and infection control.
- Prepare technical presentations, reports, and training materials for clinical staff and maintenance personnel on building systems and infrastructure.
- Work schedule:
