Summary
King County’s Department of Local Services is seeking a Business and Finance Officer III to join our Finance team. This position performs highly complex and technically specialized financial and business analyses in planning, managing, and reporting the division budget. It is considered a technical expert in performing analyses that contribute to management and policy decisions. Duties include developing, justifying, monitoring, and reporting on budgets, in addition to providing complex data and financial analysis on a variety of timelines.

Job Duties- Serve as a lead technical budget authority for the division, developing, monitoring, and managing biennial budgets to ensure accuracy, transparency, and alignment with organizational priorities.
- Prepare and present financial plans, spending projections, and other financial reports on a regular basis to leadership and stakeholders.
- Provide analysis and support the management of both operating and capital budgets, including multi-year Capital Improvement Program (CIP) financial planning, ensuring appropriate use of funding sources and compliance with applicable policies and requirements.
- Collaborate across teams and other agencies, including project and program managers, Finance team members, and external partners, to prepare, balance, and monitor budget requests and ongoing requirements.
- Research and interpret policies and procedures, participate in resolving issues and concerns, and provide expert technical advice to staff and leadership on financial, budget, and policy matters. Develop recommendations to support sound financial and policy decisions.
- Lead and perform complex financial analysis and evaluation of rate and fee structures, cost allocations, and burden rates to inform operational and strategic decision-making.
- Prepare a variety of analytical, technical and presentation materials for multiple audiences; develop and communicate materials to report results; and work collaboratively with others to ensure accuracy and integrity of online dashboards, monthly reports and quarterly financial reporting.
- Research, document, and prepare adjusting entries for budget and financial transactions in accordance with established accounting and financial controls.
- Design and create queries, pivot tables, charts, graphs, and dashboards to support financial analysis, communicate results and inform decision making.
- Identify opportunities for process improvement in budget planning, reporting, and financial systems; recommend and implement enhancements, including the application of continuous improvement principles.
- Support strategic initiatives by aligning financial planning, analysis, and reporting with organizational goals and priorities.

- At least five (5) years of progressively responsible experience leading or serving as a technical authority for complex budget development, coordination, and management processes, preferably in the public sector.
- A strong understanding of and experience in finance, business, public administration, accounting, or a related field.
- Demonstrated ability to independently research, analyze, and interpret complex financial information and develop sound recommendations to resolve issues and support decision‑making.
